Laos Smugglers Caught with 5Kgs of "Chinese Tea" Meth
Cambodia News, (Preah Vihear): On June 16, 2021, at 10:32am, the specialized force of the Department of Anti-Drug Crimes (A1) led by Major General In Song, Deputy Director of the Department, participated with the specialized force of Preah Vihear Provincial Police, with the coordination of His Excellency Ty Sovinthal, Prosecutor of Preah Vihear Provincial Court, in an investigation to crack down on cross-border drug trafficking from Laos to Cambodia.
The Cambodian authorities arrested two Laos nationals and seized 5 kilos of crystal methamphetamine wrapped as Chinese tea, which was presumed to be smuggled from Myanmar laboratories via Laos to Cambodia, in order to be forwarded on to another destination.

Quote - presumed to be smuggled from Myanmar laboratories via Laos to Cambodia, in order to be forwarded on to another destination.
Why is that presumed, and by who? Why would it not be presumed to be used in the country it was to be intercepted.

Always "hope" but never "expect".

It's easier to save face and pretend their people do no wrong.

A presumption of smuggling exists unless and until that claimed presumption is proven on the balance of probabilities and beyond a reasonable doubt. Journalists and media platforms who play it safe will err on the side of caution by avoiding outright assumptions of guilt or information yet to be confirmed as true and factually accurate.
