Cambodia News,(Phnom Penh): On the morning of June 3, 2021, Mr. Ros Sopheak, Deputy Governor of Chbar Ampov District, led a team of officers to inspect and distribute notices to the residents of fish farms, floating houses, small boats, and irregular structures on the surface of the Bassac river in Chbar Ampov district.

During the first day of the campaign, the Deputy District Governor led a team to inspect and advise the residents living on the river in three locations: the first location in front of Wat Prek Pra in Sangkat Prek Pra, bordering Sangkat Prek Thmey Mean Be, is mostly floating fish farms, the second location on the banks of the Bassac River, Doeum Chan village, Sangkat Chbar Ampov, with many small boat houses parked on the river bank, and the third location on the lower Mekong tributary in Prek Eang, Sangkat Kbal Koh.

After reading the contents of the notice and listening to the additional explanation from the Deputy Governor, the residents of fish farms, floating houses, small boat houses and unregulated structures on the river agreed to comply with the announcement of the Capital Administration and the Chbar Ampov district administration, but asked for more time to find a new location to put the baby fish from the farms and to move the structures.

Authorities say that the above requests will be considered, but according to the announcement of Chbar Ampov district administration dated June 2, 2021, signed by Mr. Cheng Monira, Chbar Ampov district governor, only one week remains for the illegal river residents to move themselves.
If they do not follow the notice of the district administration, then the authorities will take the necessary administrative measures without being responsible for any damage.

For the moment it seems that the authorities have decided to move these people on in the name of health and safety, but that they have not planned the next step and there are no provisions in place to assist the evictees. It is estimated that this eviction will concern several thousand people.

Would it not be a normal answer to this type of problem to assign a health authority personal and safety officer to overlook the fear and concerns of the authorities, also giving the poor people of the houseboats and small business that they have, a better understanding and healthier lifestyle.
Surely this has got to be a better move in the days of covid19 then having several thousand houseboat people evacuated to dry land living homeless on the streets of Phnom Penh.
Always "hope" but never "expect".

It's possible you may just be right on the button, and if it should be foreign investments, they tend to come in with many conditions, with advanced plans and destruction to move people on from their homes and livelihoods has we have seen so much over past years. But in this case, it doesn't spiculate building plans, only health matters.
Always "hope" but never "expect".

Fish farm owners seek delay in relocation

On June 4, Vietnamese ambassador to Cambodia Vu Quang Minh and Chy checked out the situation of Vietnamese people living on the river in Phnom Penh in person.

The Vietnamese embassy in Cambodia could not be reached for comment on June 7, but ambassador Minh posted to Facebook on June 4 saying that: “Families who are living in the floating houses consist of some Khmer and Cham – but most are Vietnamese people – totalling about 1,000 families.”

He said that most of the Vietnamese families had lived in these floating houses for more than 40 years. The demolishment of the house or their relocation will seriously affect them given the Covid-19 pandemic.

Asked about the matter, Phnom Penh municipal governor Khuong Sreng said on June 6: “If they have proper documents and submit them to the Phnom Penh municipal administration, we will review them and see what request they make to municipal hall. Then we will provide them with feedback according to our procedures.”

The municipal administration on June 2 issued a directive giving just one week to all those living in floating houses and fish farmers on the rivers in Phnom Penh to remove their homes and fish cages. They said the decision was to protect the environment and water quality, as well as to maintain public order.

If they have proper documents
Checkmate.
I know many Khmer who have no ID, Birth Certificate or family book.
Seems impossible for some people to get- even native born Khmer.

UPDATE: CRACKDOWN
Not one day of respite has been given to the homeless houseboat inhabitants; the decree to move was issued on 2 or 3 June 2021 for one week, giving the boat-people hardly seven days to pack up their lives and their fish farms and move out. The authorities have moved in today, 10 June, to dismantle the illegal floating homes.

Cambodia News (Phnom Penh): On June 10, 2021, Meanchey District Administrative Unity Force instructed villagers to dismantle floating houses and mobile fish farms and relocate after giving them a warning since June 2, due to public disturbance, waterway traffic problem with commercial boats, and environmental impact caused by unlawful and unorganized setup.

The government claimed that the illegal floating houses and mobile fish farms have a severe environmental impact on the water quality, blocking the water traffic for commercial boats, and destabilizing the local ecological system, slowing down the river currents down and blocking them with sediments. The officials have instructed the villagers to stop breeding fish in the river, and instead, to go elsewhere to farm and breed them in fish ponds.

The final warning has been announced, thus, the floating villagers will face legal action if they refuse to move and follow instructions.
