LSihanoukville is a perfect example. I've been to that place a decade ago. I know exactly how it used to be. But sure, I can understand some criticism against it. There are a lot of casinos that have sprung up. But it's way more than that. There's a special economic zone that might have tremendous economic future for the country of Cambodia, potentially creating tens of thousands of jobs.
However, Sihanoukville has been transformed from a sleepy relaxed port town, to an ugly, tasteless mass of high rises that are designed to only serve Chinese visitors.
It's all Chinese style, there's absolutely nothing there any Tourist would want, except the bus station to get out, or the Port.
The last time I saw it, a few years ago it was hideous, and I was heartbroken about what once was, and angry at what has happened.
This unfortunately is not only happening in SV, but also to a lesser degree elsewhere in PP, Kampot....
More than just any old backpacker.

Yes, the roads might be much improved but there is nothing to drive to. There are Chinese hotels, casinos and restaurants, and a whole lot of empty lots, unfinished buildings and closed businesses.

38 Road Construction Project in Siem Reap 93 Percent Complete

The construction and rehabilitation of 38-line road infrastructure in Siem Reap city has reached nearly 93 percent as of November 2021, being pushed through to achieve the target.
The update of the progress was shared by H.E. Sun Chanthol, Senior Minister and Minister of Public Works and Transport during an inspection visit on Dec. 7.
According to the senior minister, the construction project was scheduled to take about 13 months and to be completed by the end of 2021.
To achieve the target, he asked relevant technical working groups to ensure technical quality of the rubberised asphalt concrete of the roads, appropriate tree planting along the roadsides, and installation of necessary road furniture.
The 38-road project stretches at a total of more than 100 kilometres, using the national budget of some US$150 million, of which US$9 million is spent on the construction of drainage systems.
The construction was broke ground on Nov. 30, 2020 under the presidency of Samdech Akka Moha Sena Padei Techo HE, Prime Minister of the Kingdom of Cambodia.

... As to road construction, it's a great idea, should have been done ten or twenty years ago.... haha.... and as you are all aware, the dust is bad all over Cambodian roads...
I am going by bus to Siem Riep, and taking my bicycle this weekend and part of next week... Hopefully, can navigate the unfinished parts.
... Are the roads up to Angkor Wat Park finished? Which one is the best way to go? Can one buy a ticket at the park entrance, or one must buy it in town? I was there a few years ago before all the changes began...

Its a bit disjointed - temple passes are sold at a separate Government office past RD60, not easy to find. Then you have to find your way back to Angkor. I am riding a bicycle all over, no taxi after the bus... Anyway, so I can see the Apsara ticket office downtown is connected to a road north to the east gate... I will use live maps as I normally do on cycle trips... You buy the Angkor pass from the ticket office on rd 60. There is a cycle lane all the way up Charles De Gaule. The roads are coming on and getting finished now.
