Kampong Chhnang Administration releases statement to clarify District Governor’s shooting of a cow

Vorn Sipha, governor of Samakki Meanchey district, Kampong Chhnang province who shot dead a cow at the district hall.

The Kampong Chhnang Provincial Administration Spokesperson has released a new statement to clarify recent media reports concerning an incident when Samakki Meanchey district governor Vorn Sipha shot and killed a cow at the district hall in Kampong Chhnang province


The statement reads:

“In the past few days, many social media sites have reported the death of a cow in the Samaki Meanchey district hall.



The spokesperson of Kampong Chhnang Provincial Administration would like to inform the public that:

On April 30, 2021, at 3 pm, there was a case of a dead cow in the area of ​​Samaki Meanchey District Hall, which had been released by its owner to eat around the grounds district hall.

Police immediately inspected the scene and found the dead cow with a bullet in the head.

According to the administrative report of Samaki Meanchey district and forensic research, the cow died when Mr. Vin Sitha, the district governor, fired a shotgun, hitting the ground, causing the bullet to hit the cow.

As for the fired weapon, it is the weapon that is responsible for maintaining the security of the district hall of the Samaki Meanchey District Administrative Unity Command.



Regarding this case, the Kampong Chhnang Provincial Administration has taken the following steps:

1. Assign a team to search for the owner of the cow and coordinate to provide compensation of 4,000,000 Riels.

At the same time, the team will educate and instruct the cow owner to be careful in raising and taking care of the animals properly, stop abandoning them in the open field to eat and destroy the crops of others, as well as public property that leads to conflict and can also affect the traffic on the road, causing accidents as well.

2,The provincial administration assigned the police force to fill in the notes in accordance with the procedures and confiscate the weapons and store them at the provincial police commission temporarily.

3- The provincial administration assigned a working group led by the Deputy Provincial Governor to summon Mr. Vin Sitha, the Governor of Samaki Meanchey District, for direct questioning and required the parties to self-report the incident.



At the same time, the provincial administration has reprimanded and instructed the parties to be aware of their mistakes and to accept their corrections in accordance with some points in Articles 40 and 41 of the Law on the General Statute of Civil Servants of the Kingdom of Cambodia. ”

4- The provincial administration has prepared a report to the Ministry of Interior and to respect for guidance. As mentioned above, the public is kindly requested to be informed.”
