Any western union branches/ or banks (preferably aba ) open in Phnom Penh today ?

It's a national holiday. No banks would be open under normal circumstances.

Be precise about your location, you will then get people near you who know what is and is not open.

There is a Western Union in street 172 that has been open all the time, but that's not much good to you if you are near Russian Market.

Wing shops are usually open even on public holidays & many through lockdown, they also serve Western Union cash outs as far as I saw.

That's why I suggested using Wing; their shops nationwide are not branches as such, but owned by people running other businesses - some I've seen open in TK area just today, so with 10,000 of the things or whatever they purport to have nowadays would be your best bet vs a traditional bank; I think there are 8 Acleda branches open in the capital, most other banks are down to HQ only.

I second the Wing Motion. You can even get a M/C or Visa debit card. Use a few money transfer companies, incl. WU, get a large amount of money sent to your "Mobile Money" account B2B, have many accounts, in other names, pay bills, buy stuff, and easily hook up an account with a retail bank in J Trust Royal Bank from your phone app, and the bank seems solid; J Trust Royal (JTR) is jointly owned by The Royal Group (love 'em or loathe them, they are a very large Cambodian conglomerate) and J Trust, a TSE-listed Japanese financial holding company. JTR formed 2 years ago after a majority shareholding buy in the then, ANZ Royal.
