Don't get too excited. This is a misleading headline. As stated in the article, Phnom Penh City Administration will control the red/orange/yellow zoning system.
Lockdowns end: PM announces lifting of restrictions from Thursday
The government has decided not to extend the lockdowns in Phnom Penh and Kandal province’s Takhmao city, except for a few areas with a high transmission of COVID-19. Interprovincial travel will also be allowed.
However, Phnom Penh City Hall will continue the zoning system put in place to curb the spread of COVID-19.
Prime Minister HE made the announcement on Sunday night in response to a plea posted on his Facebook page over the three-week lockdown due to end tomorrow..
The Facebook account user named Tuo made the plea, saying: “Samdech, on May 5, please end the lockdown in the city. I have been stranded in the province for a long time, I have not been able to return to Phnom Penh, and I have to come up and get vaccinated. I am also almost broke.”
In response, Mr HE said: “There is no reason to lockdown Phnom Penh and any province anymore. We will reopen the lockdown area, except that a province or capital can close a small area which has a high risk of coronavirus spread.”
“The past few lockdowns were compulsory to reduce the infection and deaths of our people. Please understand the common difficulties of the nation,” Mr HE added.
The government had decided to continue the lockdowns in Phnom Penh and Takhmao city until May 5 to prevent the spread of COVID-19.
Following the Prime Minister’s announcement, Phnom Penh City Hall announced yesterday that it would maintain the zoning system in the capital to control the spread of the coronavirus.
Phnom Penh Governor Khuong Sreng said during a video conference that travel from one province to another would be allowed from Thursday.
However, Sreng said Phnom Penh will still maintain the Yellow, Orange and Red Zone system and urged district authorities to strengthen measures in designated areas to avoid the spread of COVID-19 to other areas.
“This morning’s meeting of the Unity Command aims to set up a new mechanism after the government reopens traffic in Phnom Penh, as in the provinces, with a series of decisions regarding the closure of the area in Phnom Penh,” Sreng said.
“In the Yellow Zones, we continue to implement the same measures of not letting dine-ins at restaurants and other gatherings,” he said.
“For the Orange Zones, certain prohibitions must be maintained, and for the Red Zones they must be strictly enforced. What we need to do is to reduce the size of high risk areas with COVID-19,” Sreng added.

I am interested in the Sangkat listings to get a read on where the positive cases are found and to wee the justification of colour coded sangkats.
My friend has a small business that imports stuff to be installed. He is currently in a Red zone and cannot get out to a)supervise work, b)pay his workers, c) take delivery of items imported. As he continues to comply with government directions on actions in Red zones he is amazed at the amount of people in the streets and even the shopping busses where people stroll around hundreds of metres from their homes. Not once has any sangkat , commune or village leaders been into his street to give advice, seek input into how everything is being handled or to list people for vaccinations. The local "leaders dont want to rock the boat so they do nothing to upset the hierarchy's view of how their small serfdom is fareing.

The source is PP City Hall https://www.facebook.com/phnompenhcityhall but they're in Khmer and not sorted in useful Sangkat order, let alone accompanied by a summary of totals per Sangkat. So today I'll have to scan through nearly 1000 trying to spot the ones in Daun Penh.

COVID-19: Nearly 1,000 New Cases Detected; 361 Patients Recovered
AKP Phnom Penh, May 04, 2021 --
Cambodia recorded 938 new cases of the novel coronavirus (COVID-19) this morning; bringing the tally to 16,299, of which 15,744 are related to the Feb. 20 Community Event.
A press release of the Ministry of Health shows that the new cases – all linked to the Feb. 20 incident – were detected in 12 provinces and capital. Of them, 608 are in Phnom Penh capital, 175 in Kandal province, 77 in Preah Sihanouk province, 51 in Banteay Meanchey province, and the rest in the provinces of Kampong Speu, Takeo, Kampong Cham, Thbong Khmum, Svay Rieng, Pursat, Battambang, and Siem Reap.
Meanwhile, 361 more patients have been allowed to be discharged after being tested negative for COVID-19 twice consecutively. They are all community cases in Phnom Penh capital (350), and the provinces of Banteay Meanchey (8), Prey Veng (2), and Siem Reap (1).
The total number of recovered cases in Cambodia reached now 5,791, with 107 fatal cases (1 new death) registered, while the active cases remain at 10,394.

Official provincial COVID totals released

The Royal Government has released the total figures, per province, of the 15,744 COVID cases recorded to date.
Unsurprisingly, Phnom Penh dominates the list with over 10,000 cases to date – despite lockdowns and curfews.
Elsewhere, Preah Sihanouk Province has accrued almost 2000 cases to date with Kandal being the only other province above 1000 cases.
At the other end of the scale, Pailin, Preah Vihear and Steung Treng have only accrued 1 case each
These figures below are accurate up to 12 pm May 5th 2021 [sic, 4 May] – however cases are expected to rise with the advent of increased testing, combined with new rapid testing kits.
