I agree with you there, with the only means of electricity from a car battery and no running water, no phone reception. Just the simplest of things we take for granted. As you say, most of your food comes from VN, so unlikely any food going locally to PP anyway from your area.
PP served as a distro hub serving a lot of other provinces.
About 30% of fresh food is imported in Cambodia.
The remaining 70% now has no established distribution links operating normally.
It is broken at farm to market- then at market to end user.

Vietnam shuts down vegetable imports to Cambodia by the big jungle because of fear of crossing Covid 19
(Central): Vietnam officials have decided not to import vegetables from their country to Cambodia because of the reason that there are many traders across Kor Kovid market and Vietnam fear to cross other countries so that they won't allow Cambodian to take vegetables from others. According to the information of Mr. Sere Chunthri, the head of the big jungle.
The president added that Vietnamese complaints all day about Cambodia's good action and proposes to open vegetables to Cambodia but Vietnam still refuses to say the disease from Cambodia because businesses in Derm Kor market are going through a lot.
The president claims that this is not a problem if Vietnam does not close the big gate, but our Cambodian traders also brought snacks from Vietnam's ports at Takeo province.
Meanwhile, at the mosque, Mr. Soth Savoeun, the chief of the port has said that his gateway is not transporting large vegetables, just a few minutes while he has implemented the CVD action on the outing of Vietnam from Cambodia and Cambodia to Vietnam.
Reminder that the last few days Sang residents transport vegetables to Takmao by Turkish car but not allowed to go through town, or their farm crops have to be delivered to their homes that caused damage:

The efficient distribution is surely disrupted at the moment causing higher costs and c.p. higher prices for many goods (food and non food). I dont see many factors that could compensate this. Container shipping costs have skyrocketed in recent months so the import of long distances goods is also affected heavily. Once consumers get used to higher prices they wont come down again so easily.

No problem. I came from the top of 154/Norodom in a Grab tuk. There were no police about. It seems that the mornings are easy to get around, it is later in the afternoon when they seem to get a bit tougher.
They were out in force on Norodom/172 yesterday afternoon at about 4pm apparently doing lots of stops.
