Cambodia News, (Phnom Penh): On the morning of April 17, 2021, Mr Neth Savoeun, National Police Commissioner General, stated that Major General Ong Chanthouk, Deputy Chief of Staff of the National Police General Commission, will be disqualified and fired from the police force. He is to be sent to court according to the law related to the establishment of drinking, dancing, singing and powdering with his tenants on the night of April 16, 2021 in Damnak Thom II Village, Sangkat Stung Meanchey III, Khan Meanchey.

On the morning of April 17, Samdech Techo HE, Prime Minister of the Kingdom of Cambodia, proposed to the King to suspend the 2 star officer for organizing a drinking party for 30 to 40 people in a situation where the country is tightening the curfew.

According to the report of Meanchey District Police Inspectorate, at 21:30 on April 16, they arrested three suspects:
1-Name: Ung Chanthouk, Male, 45 years old, Position: Major General, Position: Deputy Chief of Staff of the General Commission of the National Police at No. 58, Sangkat Stung Meanchey, Phnom Penh.
2-Name: Lay Phearun, Male, 28 years old, Occupation: Houseworker
3-Name: Kok Khi, Male, 35 years old, Occupation: Works at Ung Chanthuk's house.
The three men were detained by the police and sent to the Meanchey District Police Inspectorate for further legal action.

Former Nat'l Police general charged for breaking lockdown order

The Phnom Penh Municipal Court on April 17 heard the case of a former two-star general who was detained the previous day for violating the government's lockdown order, but adjourned the hearing after the accused requested more time to hire a lawyer.

Municipal court spokesman Kuch Kimlong said the trial would resume in two weeks.

Ung Chanthouk, 45, fomer deputy chief of staff at the National Police, was arrested along with two other men at his home in Phnom Penh's Meanchey district while drinking, singing and playing with powder with the tenants of his rental rooms – mostly garment factory workers – in violation of the lockdown measure.

Chanthouk was dismissed from the National Police through a royal decree signed by King Norodom Sihamoni on April 17.

He was charged under articles 3, 4 and 11 of the law on the control of Covid-19 and other contagious diseases.

Under Article 11, Chanthouk faces between six months and three years in prison and a fine of up to 10 million riel ($2,500) if found guilty. But if he was found to have transmitted the disease to others, the jail term and fine would be more than double to between two and five years and up to 20 million riel respectively.

The 45-year-old Major General Ung Chanthuk, who was the Deputy Chief of Staff of the National Police General Commission, and two other members of his party, arrested by police on Friday night, in defiance of lockdown and curfew regulations and laws, were ordered to be detained by the Phnom Peh court yesterday.


Judge Ouk Sovannarith has ordered the authorities to bring the three accused to Prey Sor Prison on the afternoon of the 17th, said Kuch Kimlong, spokesman for the Phnom Penh Municipal Court.

Traditional Khmer New year festivities include slapping one another's faces with baby powder. Kinda weird for three grown men to be doing that, but that's what they're talking about.

Former Major General sentenced to 1.5 years in prison for drinking party during lockdown

The Phnom Penh Municipal Court this afternoon convicted and sentenced the former National Police deputy chief of staff Major General Ung Chanthuok and two others to between 12 and 18 months in prison each, for hosting a party during the lockdown in the capital.

The court also ordered the three of them to pay $5,000 each as a fine to the Ministry of Health.

Phnom Penh Municipal Court Judge Ouk Sovannarith said that Chanthuok, 45, has been sentenced to one year and six months in prison while Lay Phearun, 28, and Kok Khi, 35, both domestic workers, were convicted to one year in prison each.

Sovannarith said they were charged with “Obstruction of the implementation of Article 11” of the Law on the Prevention of COVID-19 and the Prevention of Infectious Diseases and Article 47 of the Criminal Code.

A top general, now the former deputy chief of staff of the national police, has been jailed in Cambodia over hosting a party in violation of coronavirus lockdown. His fellow revelers received jail terms as well.

Major General Ung Chanthuok was sentenced to 12 months behind bars by a Phnom Penh court on Friday. The high-ranking official was caught earlier this month partying with two other men amid a lockdown in the Cambodian capital, which was imposed from April 15 to 28.

The two other attendees of the ill-fated party received 18-month jail terms. Along with the prison time, all three men were fined $1,250 each. Chanthuok was previously fired from the national police and had his rank removed.

Don't know what anyone else thinks, but the public shaming of a Major General who thinks he is above the rules seems to be a step in the right direction. ;-)
