Cambodia News, (Phnom Penh): At 1:30 on April 2, 2021, there was a case of suspected murder of a child at Lot No. 1, Tiger Road, Boang Kanh 1 Village, Sangkat Prek Eang, Khan Chbar Ampov, Phnom Penh.

The victim was a ten-year-old boy, living in Chroy Ampil Village, Sangkat Kbal Koh, Khan Chbar Ampov, Phnom Penh.

On March 31, at around 4 pm, the victim was last seen alive when he rode his bicycle out of the house to visit the scene. After a search was mounted, the boy's body was found on 2 April. Police are investigating the case as a homicide.

After the incident, the competent experts arrived at the forensic examination site and handed over the body to the family for a traditional ceremony.

Cambodia News, (Phnom Penh): On March 31, 2021, at 7 pm, the parents of a 10-year-old boy reported to the Chbar Ampov district police force after their son did not return home after playing football.

Witnesses confirmed to the family that they saw the child on the back of a motorcycle taxi before disappearing. The Child Protection Unit received the information on April 1 and assisted the police in locating the child victim. The joint team also checked security cameras on the streets.

According to the Child Protection Organization, at 4:30 pm on April 2, 2021, the body of a child was found in a bush near a main road in Sangkat Preng Eang, Khan Chbar Ampov, Phnom Penh. Homicide Investigation Team (HIT) and the Technical and Scientific (FST) Team of the Child Protection Unit (CPU) inspected the scene and liaised with police officers from the Criminal Department and the Technical and Scientific Department of the Phnom Penh Municipal Police. The area was cordoned off and a crime scene inspection was carried out. The identity of the body was confirmed to be that of the missing child, Chea Phen Heng, 10 years old.

The Child Protection Unit (CPU), together with the Ministry of Interior and the Phnom Penh Municipal Police, has formed the CHARLIE21 Joint Task Force to investigate the kidnapping and murder of a child.

As a result of exhaustive investigations from Joint Task Force Charlie21 comprising members from Phnom Police Command, Phnom Penh Crime Scene, Ministry of Interior Office of Serious Crime CID, Chabar Ampol Administration Police Command, Ministry of Interior Scientific Command and the CPU, a 31-year-old male has been arrested and is to be charged with the MURDER of a 10 yr old boy who was reported missing on the 1st of April 2021.

I want to personally thank ALL members of the Joint Task Force who worked tirelessly to solve this crime. I know that all members worked 24hrs a day to solve this brutal murder and left no stone unturned, to find this offender who has since confessed to the crime.

Cambodia News, (Phnom Penh): The suspect is identified as On Phamon, male, 30 years old, Khmer, unemployed, living in Chroy Ampil village, Sangkat Kbal Koh, Khan Chbar Ampov. He is the brother-in-law or the cousin of the 10-year-old victim, who lives in the same village.

Police said that before the incident the suspect and the victim, riding a white MSX motorcycle with license plate Phnom Penh 1FJ-8384, went from Wat Chroy Ampil to eat meatballs. While riding on the road, the victim hit the suspect on the head with his hand and the suspect told him not to hit him, but he hit the suspect on the head again, making the suspect angry and plan to kill the boy, so then he drove off the road and hit the victim with one hand on the right jaw and the other with his other hand. The child fell to the ground causing his death, and the suspect fled back home on his motorcycle.


Until April 2, 2021, at 11:30 AM, the people found the body of the child at the scene and reported it to the authorities; then the Technical-Scientific Office, CPU, forensic doctors in Phnom Penh came to inspect the scene and confirmed that the boy died from a severe facial impact.

On April 6, 2021, at 11:00 AM, Chbar Ampov District Police, in cooperation with the Phnom Penh Bureau of Serious Crimes and the Criminal Department of the Ministry of Interior, arrested the suspect and a motorbike of the above brand and a black helmet was sent to Chbar Ampov District Police Inspectorate.

Dr Nong Sovannaroth, a forensic specialist at the Ministry of Health, confirmed on April 7 that the victim had been beaten to death.

“There were bruises on his face, a tear in the gums at the front, an upper lip rupture and his lower teeth were all broken,” he said.

Bunheng’s father, Chea Ponka, said that he was shocked to find out that it was Pheamon who had murdered his son because he was not only his neighbour but actually married to his niece.

He said that Pheamon had pretended ignorance this past week about the boy’s disappearance and murder, even joining in the search efforts for him and then attending his funeral.

“I do not want anything from [him], let the law deal with him for the brutal acts he committed against my child,” he said.
