Nobody really knows what is going on in practice. The diktat from up on high came at 22:00 on Wednesday and it doesn't seem they told many people. Yesterday the sangkats were scrambling to work out what was going on. Word yesterday was the curfew was going to start last night at 9pm. Advice is confused and inconsistent and rumour further muddies the waters.

In theory you can still dine-in provided the restaurants comply with the MoH SOP and the three Do's and Don'ts. What they are exactly is still a mystery but trying to find out. (If anyone knows and has a source, please advise.)

Whether the sangkat officials or the local police know what these rules are is another matter, so even if you comply it doesn't mean they won't come and close you down. Even if they are wrong, they will be right, just to save face.

No alcohol seems a clear rule as does the 9pm curfew.

Yep, will be similar to how it has been for the last month or so, with each sangkat interpreting the rules differently.

I'd be surprised if any restaurant is allowed to carry on with dining-in

I noticed that Starbucks on Riverside (near Wat Ounalom) is carrying on as normal this morning with many tables occupied.
The stopping of motos who have come the wrong way down 154 at that pace continues. Those that cannot pay the fine have their machine loaded onto the back of a lowloader. One food panda bike was up there today. Someone will have a long wait for his breakfast!

I wouldn’t count on any rationale.

On an aborted short afternoon stroll on riverside, we were advised by one, then two, then two more, eventually eight of these beige shirt types telling us that it’s off limits due to COVID-19. However, we pass Kandal Market on the way, which has several more stalls/traders cubicles reopened.

It’s keystone kops time.

Yes, Riverside promenade is off limits 24/7 now.

Guess that the idea is to free up the police to do other things ? :? They must be busy with all these openings and closings. (And frankly, it's not the fault of the cops on the beat that the right hand does not know what the left hand is doing.)

Are the supermarkets in PP still open btw ? What about the malls ?

Starbucks have 20 branches in Phnom Penh.
