Beautiful Business Woman Accused of $2M Fraud

Cambodia News, (Phnom Penh): On the afternoon of March 20, 2021, a beautiful young businesswoman was arrested by the Anti-Criminal Bureau of the Phnom Penh Municipal Gendarmerie and sent to the Phnom Penh Municipal Court in relation to a case of fraud where she is accused of issuing blank checks to a value of over $2M.

The accused was identified as 33-year-old Li Sivhong, a businesswoman who imported kitchen utensils from Korea, living at Village 4, Sangkat Chrang Chamres, Khan Russey Keo, Phnom Penh.

The plaintiff named Heng filed a complaint with the Phnom Penh Municipal Gendarmerie against Ly Siv Hong for issuing 15 checks totaling more than 2 million US dollars .

According to the complaint, the victim knew Ly Siv Hong through a friend for more than five years, and she admired her business of importing modern kitchen equipment from Korea, such as plates, pots and various kinds of plastic utensils for wholesale and retail markets in Cambodia.

During October 2017, Li Sivhong went to borrow $ 400,000 from the plaintiff to make additional investment capital on that business., which she paid back.

But in 2020, Li Sivhong went to borrow more than 1 million US dollars from the victim, which she agreed to. After that, the businesswoman kept borrowing more money from the plaintiff, without repaying the old debts until she owed her more than 2 million US dollars. Meanwhile, she was writing checks for the victim to keep her happy, but asking her not to cash them before a certain date.

When the deadline came, the victim took the 15 checks issued by Liy Sivhong to the bank, which confirmed that all the checks were worthless. After the bank confirmed this, the victim contacted the suspect named Li Sivhong to meet up to resolve the debt problem. But the suspect said she would meet her tomorrow, but then she blocked the victim's phone number who was not able to communicate with her.
When the victim saw that the borrower was avoiding any contact with her, she went to the Phnom Penh Military Police to help deal with the case.

The case was handed over to Ms. Song Chhavorn, Deputy Prosecutor of the Phnom Penh Municipal Court, who sent the suspect back to the authorities and required further questioning from them before making a decision.
