I think Cambodia is a gold mine for Chinese business of any kind. The safety, environmental, and labour laws make it so cheap. It seems like one of China's old style China.
Yes, I think they've heard a rumour that it is the land of milk and honey with lots of opportunity and freedom relatively speaking.
It certainly seems like the cost of entry into business in cambodia is rock bottom compared to coastal China, China has become too expensive for a variety of small business that is feasible in Cambodia. It's very difficult to do business with arcane regulations and bureaucracy, of course.

These foreign criminals have probably heard that the local police don't know how to deal with them, so they can get away with as much trafficking, extortion, kidnapping and robbery as they like as long as they keep a low profile. Compared to dealing with the People's Police it's easy running for them here. They don't a fuck either, because it's all or nothing and they know they are as good as dead if they end up back in the PRC after committing crimes abroad.
