I dunno perhaps military security is the way to go. People are naturally unruly. It's understandable that a large number of them are not going to take kindly to having the lifestyle of the global population turned upside down.

Was it Sri Lanka or somewhere where they made covid rule breakers do a shift cleaning covid hospital wards?

I think a 2 week quarantine in jail followed by a deportation would suffice.

Yep, clearly you have no respect for the country’s law.
So, quarantine, negative test, nasty fine, deportation at your cost, permaban (which would go on your record, “have you ever been deported or been denied admission to”.

In a separate incident on the night of March 8, a Chinese woman attempting to flee Sihanoukville for Phnom Penh was arrested between Kampong Seila (Preah Sihanouk) and Phnom Sruoch districts (Kampong Speu).
She will be sent to quarantine for 14 days before being deported from Cambodia and barred from entering the country again.
Taxi drivers and truck drivers will be fined from 10 million to 50 million riel for assisting people escape from quarantine facilities.

As mildly onerous, expensive, wasteful and unpleasant as the quarantine experience for those in the hotels, compared to the free system for the Khmer, you can’t escape the fact that it is an obligation on arrival. There’s no surprise, just maybe some disappointment in the detail. I’d put money on it that the majority of those who abscond before completing quarantine never intended to complete quarantine in the first instance. The remainder probably just too damned lazy/selfish/gullible to realise what it entails.
