I have a second drive, exactly the same. I'm gonna format that to FAT32 and then put one file on there. See if the TV picks up that drive.

I don't understand. The second drive works, using the cable form the first one (I didn't unpack the other new one). This must mean the first drive is defective. Just did, same result, it wont boot up - just the click-click-click noise. how many USB sockets does the TV have? If more than 1, do you get the same result on both/all?

To summarize.
Try adding a wall power to the USB drive. Ports vary in terms of power delivery. Larger drives want more power to run smoothly.
USB 3.1 to USB 2 is doesn’t always give a smooth connection, especially if the receiver is (the TV) is USB 2. It’s supposed to negotiate things, but if the the cable is USB 2 as well, it makes it more complicated. Maybe USB 2 Enclosure for the hard drive?
Lastly FAT32 reformat. You will need to download everything again afterwards.
I have a Samsung Smart TV as well. And I hate it.

The TV's these drives are going to be used on are both Samsung's, one is a 65' monster so hoping that will have enough power to fire up the reluctant drive. the other one is a 49' one, about 2 years old.

I had a lot of problem with my Smart TV because of its cheap OS.
I just bought a Mibox (around 70$ if i recall) and that solved all of my issues (mainly about movie lagging when watching from my external HD, even after buying a SSD for this sole purpose)
