I say go for it, dude. It will certainly be an Epic trip due to the Wu-Flu situation, but you're doing a good deed for the father. With the proper treatment, he should recover 100% but you might have to get to Siem Reap or The Penh for that. At the same time, jettison that gold digging family. Sorry to hear of your situation. I know of a person where oral thrush spread to the lungs and became fungal pneumonia- they did have a seriously compromised immune system though. Even apart from that possibility, it is an awfully painful condition (oral thrush) which will impact on nutrition etc. I very much hope you can get some help for him.

Horrible situation. I relate.
In this case, my recommendation would be:
Option #1 - $$
Contact a logistics/courier company in Cambodia and find a company that will hand-deliver the medicines and courier a personal letter to your Dad. They would need to collect his signature and ship that signed letter back to you.
Option #2 - $$$
Can try calling a private nursing outfit. They might be able to send over someone for a fee each day. You can work out your contract terms later. I'd include the fact that your Dad needs to approve & counter-sign everything.
Option #3 - $$$$
Get a lawyer.

I don't believe that I am reading this thread.
If you are so concerned at the lack of medical assessment, expertise and treatment in Battambang, then simply have him bundled in to a taxi to Phnom Penh where he can be examined by the likes of a British GP and former UN Medical officer such as Gavin Scott, for appropriate specialist referral, or by one of the medicos at the several international medical centres/hospitals in Phnom Penh who can, if required, arrange medical evacuation to the likes of Bangkok or Singapore.

I am a bit familiar with World Mate Hospital in Battambong (I think it used to be called something else) and I think I recognize one of the doctors in their photo - he is a pretty good guy. They have links with other hospitals in Phnom Penh if he needs to be referred. What do you need? Can they give him the antobiotics and IV there? Will the family bring him there? Maybe I read this thread a little different to yourself but I believe the OP has encountered resistance from his FIL's local family with regards best choice of care. Simply bundling him into a taxi may be harder to do as it would rely on his family here to do it. The poor old guy could be alone in PP. If his local family were to travel with him then the problems may just move with him.
Ideally, someone in PP would have to help getting the guy some decent care but this would only work if the OP was on his way to PP to take over. With the aim of having them both fly back home as soon as the old guy is fit to travel.
Current quarantine rules and difficulty in travel could make this a slow process.

They used to have experienced Western docs there. Not sure about the current state of affairs but if it was me, I would definitely look into them.
Edit:
In Cambodia it is custom that a family member/caretaker looks after a hospitalized patient, e.g., brings food, helps with walks to the bathroom, etc.
Should you decide to send him to World Mate perhaps they could bill you directly for the medical services rendered while you give the family a hand so that they can provide the care that would normally be expected from them. That is, if the relationship can still be salvaged.

Hello, not sure where you are from but it may shock you how unreliable medical care in Cambodia can be. My first question reading your post is- how do you know he had a stroke? That is really serious if he did but I would wonder the source of the diagnosis. Diabetes is very common in Cambodia but from what I can see here people almost never use insulin injections, they usually take a pill.
Just a thought that possibly the family are making up or exaggerating the diagnosis in order to get you to send more money.
