Hell, Polowsky is wanted by Interpol for crimes in Russia.

They have been feuding for a while now. One's son just got attacked. Both families had their cars set on fire this month, and maybe other things recently that I can't come up with at the moment.

So yeah, I'd say they're both the cause of some of the crime that's been getting a lot of publicity down in Sihanoukville lately.
