makes no sense at all to do all the work on the website and make it a big deal if it only applies to a small group of people.

I'd hazard a guess that they were excluding Taiwan (I'd guess Taiwain isn't recognised here?) and included only that instead. No, I have been in contact with some Taiwanese passport holders seeking advice on getting Visas, as Cambodia were formally asked not to recognise Taiwan as an Independent country back in 2019.
They were informed a few weeks ago that they would be able to apply online via the official e-Visa website, so it seems more likely that this wasn't a glitch, but a purposeful move.
Seems like a lot of effort to set it up if they are only going to offer it to Taiwanese passport holders, let's see if they make it available to all Nationalities.

The UK have just implemented a long awaited change to the passenger locator form online process. But it went live while I was out of the UK, and the setup doesn’t work if you don’t receive a text message to activate it.
It’s glitch.

Indeed, a lot of effort. Still limited to TW passport holders, I have not yet received any response to my enquiries. Will update when I have more info.
Is this the post that ExPenhMan is referring to post474806.html#p474806
where its states, "UPDATE: Appears to be a glitch in the system, currently can only select Taiwan as the "Country / region of birth". I have emailed them to advise them, let's see if it gets fixed."
