Drivers fined $500 each for breaking restrictions

A group of 42 van drivers on May 26 requested that Por Sen Chey district authorities in Phnom Penh return their trucks and not fine them 2 million riel ($500) after they complete their 14-day quarantine.
The drivers had their vans impounded by authorities on May 8 after they were caught transporting garment workers and other passengers from red zones. Drivers were kept in quarantine for 14 days at a school in the district’s Kork Kanchan commune.
Driver Sim Duong from Prey Veng province told The Post on May 26 that they had tested negative for Covid-19 but had still been kept in quarantine for 19 days and were now fined two million riel ($500) to retrieve their vans.
He added that drivers could not afford the fine because while in quarantine they had no income. He claimed that he had not violated the ban in the zones and was only crossing a road nearby, but authorities had stopped his van then quarantined everyone.
Duong said he had followed the authorities’ instructions and respected government measures without any objections.
“We have been kept in quarantine for more than 14 days but we are still here. It’s time for me to leave and I would not be allowed to leave until I paid the fine,” he said.
Duong admitted his mistake but requested that the government show some empathy.
Por Sen Chey district police chief Morn Vuthy said the authorities would allow drivers to leave after they completed quarantine and paid the fine for their van, while motorcycle owners was required to pay one million riel each.
He added that most drivers had refused to pay the fine. But by law, they could be sent to court because they had driven in the restricted area.

Quarantine escapee dies in traffic accident
A quarantine escapee was killed in a traffic accident in Pursat province’s Phnom Kravanch district while fleeing quarantine centre.
The man was hit by the car on Wednesday while he was walking on the street and he died at the scene, police said.
According to Phnom Kravanh district police, the victim was identified as Lay Sokhan, 33, who lived in Leach commune’s Krouch Chhmar village and he was also a drug addict.
Police said that Sokhan was fleeing the quarantine centre in the province and walking along street 55, but he was hit by a car.

Phnom Penh COVID escapee surrenders to authorities
A COVID positive man who went on the run after failing to submit to COVID testing – ordered because 2 of his room mates had contracted the deadly virus – has given himself up to authorities
Yon Yok had absconded when authorities demanded that a sample be taken from him at Baktouk High School on May 28, 2021.
Today, he submitted to medical authorities at Olympic Stadium Medical Centre, where he was confirmed to have a positive result.
Authorities have appealed for anyone who had contact with the fugitive during his days of escape to immediately submit themselves for testing.

Basically, the cops descend on a factory and declare lockdown - no one in, no one out. Quarantined for however long deemed necessary. The end result - the workers storm the police and run for freedom. Or just to avoiding starving to death.
Here, a person is apprehensive about getting tested. Hoe to the back of the head to keep him from running away.
Don’t bother looking for evidence. Everything has been long since deleted.
Trust on the government and official news sources. Because Cambodia has the virus well under control.

Cambodia News, (Phnom Penh): Mrs. O Vandin, Secretary of State of the Ministry of Health and Chair of the Vaccination Commission, called on people, especially factory workers, not to run away from testing. She warned that trying to escape such a sampling would exacerbate the disease.
Ms. Ovandin's remarks came after workers at some factories were seen trying to flee the workplace when doctors arrived to take their samples. She said that if people do not participate, Cambodia can not cut the infection in the community.

More than 1,000 workers from the Fortress International Co Ltd factory in Phnom Penh’s Dangkor district rushed out of the premises in dismay on June 9 after medical workers took throat swabs to test for Covid-19.
This came as the capital strengthens measures to contain the pandemic, while in Siem Reap province the authorities have classified some locations in the province as red, orange and yellow zones in a bid to curb the spread of the virus.
In Phnom Penh, Dangkor district police chief Chim Sitha told The Post on June 10 that on the night of June 9, medical workers had arrived to test all of the workers at the factory. Many of them tested negative for Covid-19 and asked the medical staff to stamp a letter certifying their test results, but their request was rejected as they would have to wait until the result of their second test come back.
He said the discontent among the workers had arisen suddenly and taken staff by surprise and that none of the workers would listen to the advice of the doctors who tried to talk them out of departing from the factory.
“Those who ran from the factory had their samples taken already. After they rushed off on the morning of June 10 – they all came to work just like normal. The authorities educated them and told them not to do it again,” he said.
Sitha said all the workers were tested for Covid-19 after a few of them were confirmed as positive for Covid-19. Testing of the factory’s 2,000 workers then proceeded without incident on June 11.

A man who escaped from the quarantine centre in HE Borey 100 Khnang High School, in Teuk Thla Village, Sangkat Teuk Thla, Khan Sen Sok, was arrested by authorities and sent back to the quarantine centre. The arrest happened at around 4 p.m. on June 15 at Bak Touk village, Sangkat Toul Sangke 1, Khan Russey Keo, Phnom Penh.
According to sources, the man was taken to the quarantine centre by doctors following his Covid-19 results, and after three days, he escaped.
The police force of Sen Sok district pursued him until Bak Touk village. When they caught him and attempted to restrains him with a cable, the man managed to escape. The man then hid under a house that was an unregulated construction site.
Police cordoned off the area and successfully arrested the man and sent him back to the quarantine centre at 4 p.m.

Two Vietnamese Escapees Recaptured

Fortunately, thanks to the competent officials, the suspects, Mou Yong Dac, a 40-year-old man, and Jang Dong Hai, a 26-year-old man, have now been recaptured and sent back to quarantine.
