To be fair, the living conditions in the poorer areas are far more conducive for spreading disease. The ability to maintain a proper distance is greatly compromised when you cannot afford the space. They should have listened to the great philosopher Paris Hilton and stopped being poor.
Looking ahead I think that it may become necessary to examine whether these ultra high density living arrangements and the disease vectors that they contain should be allowed to continue. Some of the red zones contain workers for factories where these living conditions cannot be avoided but others are rather needless and are really dangerous disease incubators located near high value neighborhoods. It may be time to start considering some sort of relocation program so that these areas can be redeveloped into safe high rise condos.

This person is the owner of a Facebook account named Soka Usb, which violated the instructions of the provincial administration and Article 10 of the law on measures to prevent the spread of Covid-19 by posting drinking videos,which can cause social unrest, while leaders of all relevant institutions are working to prevent and eradicate the Covid-19 coronavirus pandemic.

Coffee Shop Raided in Phnom Penh
Cambodia News, (Phnom Penh): The owner of a coffee shop who dared to open his shop in violation of the Royal Government's ban to prevent the spread of Kovid-19 disease was cracked down by the police at 10 am on May 1, 2021, in Chres Village, Sangkat Kork Khleang, Khan Sen Sok, arresting 13 people and taking legal action.
In this hot operation, the Sen Sok District Unity Command led the Sen Sok District Police Force and the Armed Forces in the arrest of the owner of the shop and twelve coffee drinkers. Twelve motorcycles and a tutktuk were confiscated by the authorities.

362 people found to have violated PP lockdown
Phnom Penh Municipal Police have so far detained 362 people for violating lockdown measures in Phnom Penh.
Some were sent to the court for further action while some others were fined.
The lockdown violators included a two-star General police officer. The stricter action was made from April 15 until May 1, 2021.
Phnom Penh Municipal Police spokesman Colonel San Sokseiha said a total of 362 violators were arrested during the ban.
He said that 10 were placed under pretrial detention, 280 were fined and 31 others were sent to quarantine centres.
