Has anyone successfully applied for Khmer citizenship/Passport through marriage?
If so does it qualify you to purchase land and soft/hard title property in your own name?

CHAPTER III
KHMER NATIONALITY/CITIZENSHIP BY MARRIAGE
Article 5:
A foreign man or woman who got married with a Khmer wife or husband, may demand for Khmer nationality/citizenship only if upon such man or women have been living together for a period of three (3) years, after registration of a marriage certificate.

A formality and procedure for the demand of Khmer nationality/citizenship, shall be determined by Sub-decree.

The grant of Khmer nationality/citizenship following the case of demand for it, shall be decided by Royal-decree.

I have no experience with this, but have heard it is possible, but (very) expensive. Other posters here should be able to give you more details.

I've never heard of it happening in practice. The only way you'll get citizenship is by putting in a lot of service for the good of the nation for a couple of decades or investing maybe half a million into the national fund.

A few have gotten citizenship for doing cultural sort of stuff for less than ten years. Never heard of it successfully happening through marriage.

I know 3 who have successfully obtained Citizenship via marriage. The 2 who did it all by the books took 3 - 6 years for the application to be approved! The other guy, who made a donation, had his approved in 1 month!

By all accounts it is a long drawn out process, the initial application fee is $500. You can collect the application forms and list of required supporting documentation from the Department of Identification.

Together with two copies of the application form you will need the following documents (one original, one copy):

1. Residence certificate (Sangkat)
2. Attitude certificate (Sangkat)
3. Spouses agreement letter (Sangkat + signed by two witnesses) (basically a stat Dec by your wife saying your spouse supports your application)
4. Health certificate
5. Birth certificate (English)
6. Criminal background check (both from Ministry of Justice and your country)
7. Official Cambodian Marriage certificate
8. Job certificate (Work Permit?) If applicable
9. Copy of passport & current Visa EOS
10. 10 x passport photos
11. Any other supporting documentation you may have to support your application (kids birth cert etc)

1,2,3,4,6 must be no older than 3 months.

You have to submit your docs at the General Dept of Identification, use the entrance on the right (Nationality), go up to the second floor, turn right, turn left, it´s the second office at your right then). Don´t forget to dress appropriately, long trousers, collared shirt, shoes, otherwise the guard at the gate won´t let you in.


Reference your questions regarding buying land, the answer is yes, once you are granted Citizenship you are afforded the same rights as any other Cambodian Citizen.

Haha, it's basically a certificate of good conduct from the Sangkat confirming that you aren't the neighbourhood trouble maker or something like that. The Dept of ID can provide templates of the necessary documents, I've got them all at home but haven't gotten around to scanning them yet.

You can get one quickly by first getting scammed (i.e. land deal gone wrong) and making a ginormous brouhaha about it.
