The cop snatched the phone for not having money to pay for the room fee

Phnom Penh: A man who claimed he is a traffic police had been arrested by the people around 9:00 am in the morning on 23 March 2014 along street 273 in Toul Sengke commune, Russey Keo district, after he snatched a phone for the Tuk Tuk driver in Beoung Kok commune and tried to flee.

The suspect names Chab Moa, male, 43 years old, traffic police living in a rented room in Toul Sengke commune, Russey Keo district.
According to the source, the suspect snatched sumsung smart phone from a Tuk Tuk driver who stopped and were talking the phone. He successfully snatched it and crossed the road to other side of the road. Then, the Tuk Tuk driver screamed it loudly, so the police and people who were close by heard it and caught him. The phone later was given back to the owner.
In front of the police, the suspect said the reason that he snatched the phone from that Tuk Tuk driver, because he didn’t have enough money to pay for (50$) room fee while he has not received his salary yet.

Police stressed, the suspect is a drug addict.

If he is traffic police there are much more orthodox ways of getting money than snatching phones off tuktuk drivers - fining barangs, confiscating motobikes, robbing accident victims etc.

He already has a license to steal, so I guess the drugs had him confused. :facepalm:
But, yeah also, pay his wages. That's really desperate.

Would police stress his drug addiction as some sort of excuse if he weren't one of their own? Too many ice head cops it seems.
