Sentences: 25 Years Prison for Drug Trafficking
Cambodia News, (Phnom Penh): On the morning of January 11, 2023, the Phnom Penh Municipal Court sentenced four drug offenders, including an American, two Nigerians and a Cambodian, to prison on charges related to the trafficking and transportation of about 2 kg of drugs committed at 3 different locations in Phnom Penh during February 2021.
Ms. Kim Sokunthea, Chief Judge of the Phnom Penh Municipal Court, stated that the four accused are:
1. Thoeun Tola, male, 33 years old, Cambodian, was sentenced to 3 years in prison and fined 4 Million Riels.
2-MATTEW DAVID SAMPLE, Male, 40 years old, American, Occupation English Teacher,
3-Name DAVID VINCENT, Male, 49 years old, Nigerian, Occupation English Teacher,
4-Nwoko Precious Chineme A 41-year-old Nigerian man.
The two Nigerians and the US national, Matthew Sample, were sentenced to 25 years in prison and fined 40 million riel each.
The judge stated that in this case, the four defendants were charged with "illegal storage, transportation and trafficking of drugs" under Article 40 of the Law on Drug Control.
During the arrests on February 5 and 6, 2021, the anti-drug police force of the Ministry of Interior confiscated nearly 2 kilograms of methamphetamine, as well as other related exhibits from the defendents.

I am unfamiliar with how the system works.
Do they already count the time served before being sentenced? Say they were already in prison for 2 years. Does the 25 become 23 years?
Does anyone ever get out for good behavior or anything similar to that?

I don't know if they count timed served, but he could be one of the lucky thousand or so that the King pardons every year, out of the kindness of his heart of course.

I used to visit Prey Sar often. In my experience foreigners don’t stay there for more than a few years. They are valuable hostages and eventually a deal is done to quietly release them. The Khmers don’t want an asset dying in jail when there is money to be made by releasing them.

So the ridiculously long sentences are designed to scare the living bejesus out of them and give them time to raise the capital required, perhaps.
I heard they had to do 10 years before they got the pardon. But I also hear a lot of things.
