I saw the title and thought I won't bother as I have heard the 'man beats woman' story a hundred times before . So glad I took a look.

Great pictures of victim and assailant, a business dispute, plus a love angle. Six months later they finally arrest the now former officer and send him to jail for pre trial detention - what a fall from grace, I thought these people got bail?

Then the shock revelation that the victim was on the run from a 2 year stretch for embezzlement and is now banged up in Prey Sar. Why did she call the police if she was on the run? Probably the assailant asked the same question!

Can't wait for the next instalment.

Cambodia News, (Phnom Penh): In further news on the 45-year-old former 2-star officer, Soy Chansoeun, it was reported on the morning of January 4, that the guards of Kampong Speu Provincial Prison brought the suspect, Soy Chansoeun, before the Phnom Penh Municipal Court for questioning by the investigating judge.

Then, as planned, on the morning of January 5, 2022, the former two-star military man and his accomplice appeared on trial in connection with a defamation suit, following a complaint by Keut Kheng, a 50-year-old male businessman in Phnom Penh.
The case has two defendants, one named Soy Chansoeun, male, 45 years old, and another named Sopin La, male, 43 years old. According to the victim's complaint, the two accused were charged with defamation against Keut Kheng and Chea Lundy, committed in Phnom Penh during 2020; this offense is punishable under Articles 311 and 312 of the Penal Code.

[CEO News: The current case is complicated, but, in a nutshell, it seems that the accused, ex-officer Soy Chansoeun, is being charged with defamation and is being counter-sued for falsely accusing and suing Keut Kheng for fraud.]

Note that the accused, Soy Chansoeun, has sued his ex-lover and business partner, Duong Hemalis, the woman who is suing him on charges of "aggravated violence and illegal detention", as mentioned in the OP. This case will be heard at Phnom Penh Municipal Court at a later date.
In the meantime, Soy Chansoeun, is being held in Kampong Speu Provincial Prison, and is appearing in court on charges of defamation, while Ms Duong Hemalis is serving time in Prey Sar prison on charges of embezzlemant, involving the issuance of $30,000 of bad cheques, dating back to a conviction in January 2019.

Cambodia News, (Phnom Penh): Mr. Theam Chanpiseth, Judge of the Phnom Penh Municipal Court, on the morning of February 25, 2022, announced that the former two-star officer, Soy Chan Soeun, 45, and his partner So Bin La, 43, were sentenced to eight months in prison on charges of defamation, and he also ordered the two to compensate the civil parties for 20 million riels.

The defendents were sent to trial following a complaint by Mr. Keut Kheng, a 50-year-old male businessman living in Phnom Penh, and the two men have the right to appeal their sentences.

Appeals court hears appeal of two-star ex-military defendant Soy Chansoeun over defamation

Cambodia News, (Phnom Penh): On the morning of November 15, 2022, the Phnom Penh Municipal Court of Appeal held a hearing on the appeal of two-star veteran Soy Chansoeun, who was sentenced by the lower court to eight months in prison.
Mr. Yun Narong stated in the courtroom that the accused, Soy Chansoeun, 45 years old (formerly a 2-star military officer), who previously resided at 310 E, Preah Blvd. Monivong, Sangkat Chaktomuk, Khan Daun Penh, Phnom Penh, is currently being held in Kampong Speu Provincial Prison.

Previously, on 20 October 2022:
1/ Soy Chansoeun was sentenced to 8 months in prison and ordered to jointly pay compensation to the Civil Parties for the amount of 20 million riels for the use of violence and defamation against real estate agents in 2019**, in accordance with the provisions of Article 253 of the Land Law and Article 305 of the Penal Code.
2/ Co-defendent Thi So Channa (out of jail) was also convicted by the court and fined 1 million Riel for "defamation".

Defendant 1 (Soy Chansoeun) then appealed the decision of the lower court to the Phnom Penh Court of Appeal.
Judge Bap said that the Phnom Penh Municipal Court of Appeal will announce its verdict in the morning of December 7, 2022.

where the defendent is charged with detaining and beating up a woman real estate agent that he had accused of writing $30,000 of false checks in 2019. It appears that after a sexual relationship ended badly between the two parties in 2021, both have been suing the other party in court.

Kampong Speu Provincial Court Revises Sentence of Two-Star Former Military Officer for Violence Against Woman

Cambodia News, Kampong Speu: Pursuant to the order of Kampong Speu Provincial Court Judge Slina, issued on 22 December 2022, the defendent named Soy Chan Soeun, or Tes Chansoeun alias Va, was acquitted of charges of "illegal detention", which allegedly occured in Takhmao City, Kandal Province and Kampong Speu Province on January 22, 2021.

The former two-star military officer at the Ministry of National Defense, Soy Chansoeun, was arrested and sent to court after a woman named Duong Hemalis filed a complaint against him for "detention and violence" in January 2021. (See above link).

As for the previous verdict of 3 years imprisonment, the court has reduced the defendent's jail sentence to only 1 year and 6 months, with the remaining sentence suspended, and he will be fined 6 million Riel for "acts of aggravated intentional violence" committed in Takhmao City, Kandal Province and in Kampong Speu province on January 22, 2021.

The judge of the Kampong Speu Provincial Court has also ordered Soy Chansoeun to pay US$10,000 in medical expenses, and $5,000 in compensation for causing mental illness to the plaintiff, Duong Hemalis.
