Those are drainage pipes they manufacture nearby that criss-cross the reclaimed land along HS Boulevard. Here's a picture I took there in 2015:

I have been told by gay Muslims (admittedly, no-one from Saudi Arabia) that it's not so much the act of homosexuality that is the problem, it's the promotion of it as a lifestyle choice, as it goes against Allah's will for every man to marry and have children. So long as a man marries and fulfils his duty in this regard, what he does 'on the side' isn't a problem so long it's done in a hush-hush, out of the way, not-in-your-face kind of manner. Although not being an expert in either the 'cruising scene' or gay Muslim culture, I'm just going on what I've been told.
