I don't see how this is a punishment for his actions though. You took away a title, boohoo. It'll hurt his honour more than anything, but there should be criminal charges laid as well. Then again, maybe they figure that in Cambodia, loss of face is pretty much a huge punishment already?

Meanwhile, the Ministry of Women’s Affairs’ Information Department director, Pen Kunthear told Khmer Times yesterday that the ministry had intervened in the case after the victim contacted and sought its help.
She said the ministry’s legal department together with other relevant authorities are working with the victim on the legal procedures.

That's what my missus said as well. We'll see what transpires but I'm only semi-hopeful. They did get that guy with Sasa though, and piggy is even more of a douche than that guy (judging from their public appearances), so hopefully something significant comes out of it.

On Monday, videos circulated on social media showing the Cambodian tycoon Duong Chhay – who has been bestowed the royal honorific of oknha, a reward for businesspeople who donate more than $500,000 to the ruling party – viciously beating his ex-wife, the entrepreneur Deth Malina. The footage was reportedly from December 13, the day before she publicly announced their divorce. Another video posted was reportedly from a later date. Chhay took to Facebook to try to defend himself, although only made matters worse through his overt misogyny and histrionics, claiming he beat his wife because she tried to control his movements.
After the videos went viral on social media, the government jumped into action, keen to show that it is on top of such scandals. The Ministry of Women’s Affairs decried violence against women. On Tuesday, Prime Minister HE asked the Senate President to write to King Norodom Sihamoni, requesting that Chhay’s oknha title be revoked. It waits to be seen whether the authorities will prosecute, although they appear to be waiting for Malina to file a case, which many argue shouldn’t be needed for the police to arrest the tycoon.
Chhay, who also goes by Duong Udomchorvin, has a long history of violence, but every time he has been let off lightly, most likely because of his family’s connections. In 2013, he was sentenced to three and a half years in prison for his role in a Khmer New Year brawl at a Phnom Penh restaurant, in which his brother Kimlong pistol-whipped a man. But he only served six months of that charge, and was released early on the condition he stop drinking alcohol, which the police have no real way of monitoring.

PHNOM PENH, March 19 (Thomson Reuters Foundation) - A Cambodian property tycoon is being investigated by police after a montage of video clips showing him attacking his ex-wife went viral this week, prompting a rebuke from the government as it faces pressure to take tougher action on domestic abuse.
Following outrage over the video, Duong Chhay, 31, took to Facebook Live to accuse his former wife of having provoked his violence - earning some sympathy in a nation where campaigners point to a culture of victim-blaming around gender-based abuse.
The businessman, whose father is a police general, was not immediately arrested, but he was stripped of a royal honorific, reprimanded by the women's ministry, and police said they were investigating the case.
"Right now, our officers are working on this matter," Phnom Penh police spokesman San Sokseiha told the Thomson Reuters Foundation, declining further comment.
The hour-long collection of clips shows Chhay beating his former wife, cosmetics entrepreneur Deth Malina, also 31, dragging her by the hair, kicking her and pushing aside their children and her parents.
It was apparently compiled from CCTV footage recorded in their home up until December last year, when the couple divorced.
Neither Chhay nor his lawyers could not be reached for further comment.
Malina said in a Facebook livestream on Friday that she would not file a police complaint against Chhay over the abuse.
The video, which had more than 2 million views by the end of the day but has since been removed, sparked a lively debate on social media about domestic violence in the socially conservative Southeast Asian nation.
Women's campaigners noted that many people - including women - had found ways to justify Chhay's violence. "That some social media users appear to side with him following his 'explanations' shows more needs to be done to combat harmful gender stereotypes and entrenched social norms," said Chak Sopheap, head of the Cambodian Center for Human Rights.
Cambodia has made progress in eradicating gender-based violence, but many fundamental challenges remain, "not the least being that authorities themselves have perpetrated violence against women," she said.
"While this incident has made headlines in recent days ... it is sadly just one of many."

Malina forced him to sterilise because she did not want to get pregnant and did not want more children.
So, Piggy has had the snip, at her insistence, and now she is divorcing him. Ha Ha Ha. No more little piggys for any new marriage, which generally is a deal-breaker for well-to-do Khmer women. Wifey 1 Piggy 0
She's also, by virtue of her video skills, removed any option for denial of the assaults and forced the government to appear to do
something and took his precious Oknha title away. Wifey 2 Piggy 0
Now she has the Ministry of Rich Women's affairs mobilised and is all set to bring charges, to which he will have no defence. Well, not any that will do him anything but harm. All set for a 3-0 lead.
Now that she is out of his clutches she's doing him up like a kipper. Good luck to her!
