At about 10pm all their lights of the bars on 130 were switched off and the gates were partially closed, but it was business as usual inside. I was in the noodle house at the time and saw all this. After then I went into one of the bars and at about 11.30 the doors were opened and the lights went on and we were all told to leave by the management. Didn't even have time to pay the bill - all out! Somebody put the wind up the management in a big hurry. The 'lights off' game was fooling nobody all of a sudden.

It seems the authorities are taking it seriously this time and the closure will be an actual one.

In cold countries like the UK cows stay indoors over winter and get let out into the fields in spring.
I think he is mixing his idioms though... it’s usually the horse being let out of a barn/stable rather than cows.

Well, I am a city mouse not a country mouse.

And I have also figured out why it sounded all wrong...

Cowshed!! That's where they live. Not a barn.
