Professional Thief (Expat)

Currently (and god knows for how long already) a guy is doing serious damage to delivery companies or shops and restaurants who deliver as well to the owner of the last apartment he stayed in.

His strategy is quite simple: he uses a stolen passport and SIM to register at a rideshare provider, then uses the SIM card to order valuable goods from a delivery company or a company that offers deliveries. Those goods are ordered to an upperclass condo complex or hotel. He awaits the delivery there, but instead of paying, he tells the guy, that he need to get the money from his room or needs to show the item(s) to his wife. Needless to say that the delivery guys should not let him leave with the goods, but it works. Of course, he heads back to his ride and leaves.

The currently known damage this guy has caused within the last 2 weeks is around $2500. He is extremely familiar with the places he uses for the incidents and although we do have him on video, he always wears a baseball cap and avoids every camera perfectly. For this reason, we don't have a picture of his face yet. He even seems to have security cards for the elevators of the places he chooses. Further on he uses a whole bunch of identities. The following identities (passports) are currently used by him:
Nutson David Wendell - USA
Tale Marie Wille - Norway
Wright David Wesley - Australia
Liang, Zhigo - China
Edwards, Stephen Brian - UK
Valeria Carina - Argentina
Matthew David - USA
Ross Westcott - USA

We are currently try to find other affected businesses. Unfortunately it does not seem, that we get support from the local police, due to the incidents happened in different districts. If anyone knows how to deal with such a case with the authorities, please write here or contact me directly

Phnom Penh, Cambodia: A 48 year old British man, Stephen Brian Edwards, has been detained after becoming homeless, sleeping on the streets and begging for money in Phnom Penh around Street 172.

Recently, the department of investigations and procedures took Stephen Edwards from Psar Kandl police post to the immigration department to follow legal procedures.

It is uncertain whether or not he was deported from Cambodia.

Sounds kind of scary and the varieties of passports he got hands on was quite astonishing... Could he be some fake Visa agency?

One of the stolen identities mentioned in the OP - Ross Westcott - belongs to a US citizen who died in Phnom Penh in unusual circumstances in 2018. Ross Westcott Chagnon was a paramedic, aged 28, who is presumed to have died of dysentry (Khmer media said "fainting"), on 18 April 2018, in his room at Kiyo Guesthouse .

He had posted a picture of himself on social media, apparently in good health, from Thailand on 7 April, 3 days before he left for Phnom Penh and 10 days before he was found dead.

How did the (alleged) thief obtain the passport of a man who died over two years ago ? In this thread from CEO in 2018, it is suggested that Ross Westcott Chagnon may have had his passport stolen before he died. [This is unconfirmed speculation.]
