This could be Whitlow, hard to tell from these though, the guy in these vids fits the size of James Whitlow.

He does change appearances and hair colors often, Whitlow can be had but apparently no one wants to pay the bounty on him....

It appears your suspect (JAMES WHITLOW) has finally been arrested in Phnom Penh, Cambodia, for almost exactly the same scam as you describe. He was using a false passport when he was arrested, but you can ID him by his unique arm tattoo, which is visible in his mugshot.

James Whitlow was accused of scamming a longtime expat several years ago, and was more recently accused of running a different scam on restaurants in Phnom Penh, Cambodia.

There is even more proof showing that the thief you are after is in fact the same thief, JAMES WHITLOW, that was just arrested, as one of the local news articles that give details of his arrest specifically mention that Whitlow (although they refer to him as his brother's name, Stuart Breakell, which he gave to police when arrested) was in possession of the SIM card for phone number 077 875093. That matches the third number on the bottom of list of numbers you reported.
