This could be Whitlow, hard to tell from these though, the guy in these vids fits the size of James Whitlow.

He does change appearances and hair colors often, Whitlow can be had but apparently no one wants to pay the bounty on him....

It appears your suspect (JAMES WHITLOW) has finally been arrested in Phnom Penh, Cambodia, for almost exactly the same scam as you describe. He was using a false passport when he was arrested, but you can ID him by his unique arm tattoo, which is visible in his mugshot.

James Whitlow was accused of scamming a longtime expat several years ago, and was more recently accused of running a different scam on restaurants in Phnom Penh, Cambodia.

There is even more proof showing that the thief you are after is in fact the same thief, JAMES WHITLOW, that was just arrested, as one of the local news articles that give details of his arrest specifically mention that Whitlow (although they refer to him as his brother's name, Stuart Breakell, which he gave to police when arrested) was in possession of the SIM card for phone number 077 875093. Fact:On November 24, 2020 at 19:40, a case of theft (red iPhone 11 and Huawei GT2 watch) took place in front of Himawari Hotel, Preah Sisowath Quay, Village 1, Sangkat Chaktomuk, Khan Daun Penh, Phnom Penh. Caused by 2 suspects, driving a car named STUART BREAKELL, driving a sugar-colored Toyota Lexus XX 300 with license plate Phnom Penh 2Q 6537, transporting DANIEL ZACCANTI to the victim's mobile phone shop to Buying a mobile phone After looking at the displayed cell phone, the suspect asked for the victim's phone number and drove back, then the suspect sent a telegram to the victim in English, telling the victim The victim brought a red iPhone 11 and a Huawei GT2 watch to them at the scene, then the victim took the phone to the suspect at the scene as ordered.At the scene, the victim met the suspect DANIEL ZACCANTI in front of the hotel, and then the suspect DANIEL ZACCANTI told the victim that he asked to take his cell phone to his girlfriend in the hotel. If the victim handed over the cell phone bag to the suspect and the suspect took the cell phone bag into the hotel, the victim followed, but the suspect walked quickly and fled into the car. Small update: James was the guy. We got in touch with the officials on Sunday, but had to wait until yesterday. It turned out that we were by far not the only ones who reported more cases about him to them.
Unless he has one of his "Get Out of Jail Free" cards left, it is unlikely that he will get away this time
Driving on Cambodian roads is just like playing a classic arcade top scroller. The only difference is a force feedback controller, the limitation to only one life and the inability to restart, once Game Over
