National action plan against gender violence launched

Senior officials and international envoys have urged cooperation from society to put a stop to all forms of violence against women amid concerns that incidence has risen across the country and the world since the beginning of the Covid-19 crisis.

Minister of Interior Sar Kheng, Minister of Women’s Affairs Ing Kantha Phavi and UN Resident Coordinator Pauline Tamesis made key addresses at a conference on January 19 to mark the inauguration of the government’s third national action plan to prevent violence against women.

The ceremony was attended by 300 people including officials from around the nation and representatives from development partner organisations.

Sar Kheng said that everyone shared in the responsibility to eliminate violence against women. Society needs cooperation and commitment to provide protection for victims in a timely, effective and inclusive manner.

“Family violence, rape, human trafficking, sexual exploitation of women and children and drug issues remain immediate concerns for us,” he said.

Never ever get involved in any domestic violence when you are not directly involved ! NEVER ! In my life i experienced enough situations in which women in particular pushed the boundries beyond any acceptable limit simply BECAUSE they were WOMEN and by thus simply wouldn't be held accountable. Most of us Bystanders don't know the reasons behind the Violence so stay out of it.

National Action Plan on Prevention of Violence Against Women 2019-2023 Launched
AKP Phnom Penh, January 21, 2021 --

National Action Plan on Prevention of Violence Against Women for 2019-2023 has been launched to enhance the rights, freedom and dignity of women in Cambodia.

The launching ceremony of the national action plan took place on Tuesday under the presidency of Samdech Kralahom Sar Kheng, Deputy Prime Minister and Minister of Interior.

Samdech Kralahom Sar Kheng underlined that domestic violence, rape, drug abuse, human trafficking and sexual exploitation of women and children remained the issues in Cambodia and need to be addressed effectively.

The deputy prime minister acknowledged encouraging results of the prevention of violence against women, stressing that it reflects a joint effort of all players in strengthening democracy and enhancing the rights and freedom of the people.

We live in the 21.century and still discuss this subject? Jeeez - no nieed for that. We're grown up men and know that Violence against women is wrong even when they push for it. There should be NO Tolerance for this shit. And here in the 21. Century there is a remedy to abolish Violence against Women once and for all:

Men enlisted to fight 'tradition' of gender violence in Cambodia

PHNOM PENH (Thomson Reuters Foundation) - Dinner is late. The laundry isn’t done. The pickles aren’t sour enough. When it comes to reasons for a man to beat his wife, Rem Ran has heard it all.

For most his 40 years, the construction worker saw domestic violence as “a normal part of life” in a nation where, until 2007, girls were taught in school not to challenge husbands via a traditional code of conduct still found in some textbooks.

Now he steps in when domestic disputes erupt in his rural community and is part of a nationwide drive to instil men as advocates for women’s rights, as Cambodia this month also launched a national plan to combat violence against women.

“I’ve seen so much rape and senseless violence against women,” Ran told the Thomson Reuters Foundation during a workshop in Phnom Penh, where about a dozen men from the countryside were learning about gender equality.

“Usually, authorities overlook it - they say it’s a private matter that should be left to the couple at all costs - but we make it a collective issue and we advocate to authorities that it must stop.”

Ran is among 30 men coached by Gender and Development for Cambodia, a non-profit, to identify and root out violence against women by intervening in disputes, holding workshops and acting as a go-to for victims and authorities in communities.

Gender-based violence “comes from a mindset, an idea that is so deeply ingrained that it is almost impossible to retrain”, said Ran.

Campaigners have noted improvements in gender equality in Cambodia, which ranked 89th on the World Economic Forum’s Global Gender Gap Index in 2020 compared to 112th in 2016.

But a series of events in the Southeast Asian nation in 2020 drew condemnation from advocates around the world.

Kong Ravin is Deputy Chief of Unit of the Anti-Human Trafficking and Juvenile Protection Office, Police Commissariat of Kandal Province in Cambodia. She took a training organized by the UN Joint Programme’s project “Safe and Fair” on protecting the rights and opportunities of women migrant workers in Southeast Asia.

I’ve been serving the community as a judicial police officer for six years. I love working in the field, fighting crime and supporting survivors, especially women and girls who have experienced abuse or rape. All female police officers play a critical role in arresting perpetrators and bringing justice to the survivors. There should be more female police officers.

A Qualitative Exploration of Gender Norms, Masculinity and Doestic Violence.
Preface
Violence against women and girls remains one of the most pervasive yet least recognized human-rights abuses in the world. Domestic violence, rape and trafficking are serious concerns in Cambodia, involving a significant proportion of women. The Violence Against Women 2009 Follow-Up Survey by Ministry of Women’s Affairs cites that 64% of respondents knew of a husband in their community who acted violently toward his wife. Moreover, 22.5% of female respondents had suffered violence from their husbands.

The levels of violence against women can be attributed to the pervasive gender inequality in Cambodia, which stems from the rigidly defined gen-der roles of men and women. Tackling these norms which perpetuate an environment conducive to violence against women is key to violence prevention efforts. Yet, boys and men are often left out of violence prevention efforts, with most responses to violence against women focusing on women’s rights and empowerment, legal reform, protection and service provision. Whilst these interventions con-tinue to be key priorities, these efforts can be complemented by working with boys and men to address root causes of violence against women and girls, and ultimately strives to create societies where gender-based violence is unacceptable to all.
It is with this understanding that Gender and Development for Cambodia (GADC) with support from Partners for Prevention, a UNDP, UNFPA, UNIFEM and UNV regional programme for Asia and the Pacific, the International Center for Research on Women, and the UN Trust Fund has conducted research on men and masculinities in Cambodia, leading to this report - Deoum Troung Pram Hath in Mod-ern Cambodia: A Qualitative Exploration of Gender Norms, Masculinity and Domestic Violence. This qualitative research project examines the links between masculinity, gender, and domestic violence in Cambodia. The research aims to further understand the links between masculinity, gender, and domestic violence, and identify further entry points for non-governmental organizations and policy makers in their ongoing efforts to prevent violence against women and girls.

In particular, the research findings will be a useful tool to review existing policies and laws, and more importantly inform policymakers and other stakeholders to design programs and projects to transform harmful attitudes and behaviors that can foster violence. This report presents the preliminary analysis of research that was carried out in the rural provinces of Prey Veng and Pursat, and also in Phnom Penh, the capital city of Cambodia. The study consisted of focus group discussions, in-depth interviews and key informants conducted in March 2009. Key findings of this research demonstrate the links between masculinity and violence against women, and sheds light on the masculinity norms that young Cambodian men are subject.

The research also offers recommendations for how policymakers can build effective responses. In addition, the findings include information on societal attitudes toward violence against women, and the core factors that enhance women’s risks of violence in the home. The findings also focus on influencing factors to violence such as alcohol abuse, sex outside of marriage and financial issues.

We strongly believe that this research report will contribute toward a better understanding of the root causes of violence against women and girls - including structural male dominance, masculinity norms, and unequal gender relations - and their links with gen-der-based violence. This information will help policymakers make more informed decisions on making prevention measures a priority, as well as more effective implementation of the domestic violence law relevant government plans of action. Furthermore, this new information can also help support NGOs and other civil society organizations in terms of their work on advocacy, campaigning, policy and programming for violence prevention.

My observation is that societies generally follow their leaders example. In cambodia it's considered correct that you be subservient or you will be met with the threat of or even violence. Until that mindset is changed by international pressure nothing much else within the country will change
