40Kgs of "Chinese Tea" Meth Seized in Phnom Penh Drug Raid
Cambodia News (Phnom Penh): On November 19, 2020, the Department of Anti-drug attached to the Ministry of the Interior arrested a man for trafficking 40 kg of drugs in a rented house in Sangkat Chom Chao 3, Phnom Penh. The suspect was identified as Pan Bera, a 40-year-old man.
After the arrest, the police searched the suspect's house following the orders of Mr. Plang Sophal, the prosecutor of Phnom Penh court. The raid was conducted by the clerk, Chom Chao 3 police, Sangkat Chom Chao officers, the village chief, and the landlord.
The police found the methamphetamine drug wrapped in 37 green Chinese tea bags with 888 signs, 10 in Chinese tea bags , 10 clear plastic bags of crystal white powder, a set of scales, and other equipment.
The evidence was confiscated, and the rented house has been shut down temporarily. The suspect remains in custody and is being questioned by the authorities.

Anti-drug police have been doing a good job recently with some big hauls.
HOWEVER, customs officers at the land borders must be letting a lot of drugs through. That's the weak point.
(AFAIK the methamphetamine 'Chinese tea' packages are all coming from out of the country from the same source, and most of it enters Cambodia through the Laos border. IMO, if the Cambodian authorities really wanted to stem the flow of drugs into the country, they would get rid of the current Laos border officials, and send in a new team to clean up the drug trafficking. And also pay them properly so they don't have to exist from bribes.)

The general gist is that Khmer border guards are overwhelmed and Lao officials aren’t bothering to stop it. If meth is headed to Cambodia better to send the rest so it doesn’t poison their own people.

Well there's always been that estimation that only a fraction of the narcotics coming in are actually detected. This country has been a major conduit for narcotics for decades, partly due to porous borders and how easy it is to bribe security forces on low salaries. And perhaps because the security forces themselves are often directly involved. Your suspicion is correct, the Army, police and other high level government figures are directly involved in and/or complicit in the massive narcotics business.
