how did they even become police in the first place? No code of conduct...

Justice Police (bottle-green uniform with green and yellow scales badge) or Flying Tigers (more military green uniform with tiger badge). No self-respecting cop uses a K-59 anymore, and the elite units get paid much more than, for example, traffic cops. They also have plenty more opportunities to "enrich themselves".
