Man Handcuffed and Taken Away for Blocking Street with his Car
Cambodia News, (Phnom Penh): A man who parked his car in the middle of the road to prevent people from passing was arrested and handcuffed by Tuol Kork district authorities and charged with " violence against public officials:"
Tuol Kork district authorities confirmed that the arrest took place at around 4:30 pm on November 17, 2020. Tuol Kork Police Inspectorate with the permission and verbal order of Mr. Ek Khun Doeun, Governor of Tuol Kork District and directly led by Mr. Teav Sam Oeun, Deputy Governor Tuol Kork and with the coordination of Ms. Song Chavoan, Deputy Prosecutor of the Phnom Penh Municipal Court, the operation team arrested a suspect in front of House 203, Street 132, Group 23, Village 7, Sangkat Teuk Laak I, Khan Toul Kork.
According to the authorities, the suspect was named Chea Leang, 42 years old, a Cambodian national, who lives in a rented house at 203, Street 132, Sangkat Teuk Laak I, Khan Toul Kork.
Authorities recounted that on November 17, 2020 at around 4:00 pm, Chea Leang, a 42-year-old Cambodian man, was driving a silver Kia car with license plate Phnom Penh 2Q-8050 and parked it in the middle of Street 132, Group 23, Village 7, Sangkat Teuk Laak I, Khan Toul Kork, which was disturbing and preventing people from passing. He also had another car that was parked outside, which is a white Camry 2007.
The operation team instructed the car owner, Chea Leang, to drive off the road so that people could travel. However, the man refused to move his car, so the crew called for a tow-truck to remove the vehicle. The car owner was in his house, but when the police came to question him, he became violent and would not cooperate, so they hand-cuffed him, and then took the man and his two cars to the Tuol Kork Police Inspectorate for legal action.
The man is currently being held in custody at the Tuol Kork Police Inspectorate for questioning and the case will be sent to the Phnom Penh Municipal Court according to legal procedures.

Cambodia news, Phnom Penh: A suspect, who was detained by Tuol Kork district authorities after parking his car to block the construction site of a condominium as a form of protest, was sent to the Phnom Penh Municipal Court for legal action on the morning of 19 November 2020.
The perpetrator, who is accused of opposing public officials, has been identified as Chea Leang, a 42-year-old man.
The suspect was arrested by Tuol Kork police on the afternoon of November 17, 2020 in front of house 203, street 132. 23rd, Village 7, Sangkat Teuk Laak I, Khan Toul Kork, Phnom Penh.
There was a big outcry on social media about this arrest. Many believe that the authorities used a lot of excessive force to detain the man in front of his crying family, and there was strong criticism from some members of the public.
It is said that the large-scale construction of a condo on the block has caused harm to the neighbors, who have protested in vain. How highly unusual, never heard of that before from the authorities.

Must be a very powerful oknha building the condo or there is more to this story. How many green shirts does it take to tow a car from the street and deal with a 42 year old man. I can understand his point, had the same thing a few year's back next door to my apartment building and they don't give a shit about the neighbors.
