For me, the worst thing about all this, apart from the fact that a woman died because of negligence, is that according to the OP the accident happened at 11am. But the owner did not inform the authorities immediately, and did not inform the woman's family at all. Those poor people had to go to the scene, because "auntie" didn't come home, only to find out that she had died/drowned about 10 hours earlier.
The OP gives the impression that the owner did not want the news to get out . The fact that nobody even bothered to inform the family of the deceased woman makes me sad (and angry. ) Rant over.

Actually, looking again at it, I think this is a cropped version of a much wider picture that was taken in panorama mode, which distorts things a bit. The far right of the lower deck has a telltale glitch which would support this theory.

Yes, could be panorama. I was thinking just wide angle lens distortion.

According to this Khmer Times article today, neither the owner of the collapsed villa, nor the constructor, will be held responsible for the accident. "It is just an accident." : Sen Sok Police chief.

The collapsed structure was eight metres by 12 metres long, made of two-story concrete in a pond about 40 metres by 40 metres in Kheam Panha’s villa garden.
Col Mengvang [Sen Sok Police Chief] said that the death of Sambo was an unforeseen accident, so police did not punish the owner of the villa. “In this case, the authorities do not have any legal punishment for the owner of the villa, because it is just an accident and whether or not the quality of the construction next to the pond was up to standard,” Mengvang said.
Chief of Kraing Thnong commune Soeun So said he could not comment on the death, but appealed to the owners of the borey and the houses in his local area to use a professional construction engineer to avoid similar accidents.
He said that if the owner of the construction company does not have a valid permit issued by the Ministry of Land Management and Urban Planning, or if they don’t follow approved plans, they will face the law.
“At the local level in our commune, we often observe that some houses are being built with the right permits and some are not. However, after this incident we will take strict action against any person who does not have a proper permit from the Ministry of Land Management, Urban Planning, and halt the construction.
The Governor of Sen Sok district Mov Manith could not be reached.
At the time of the collapse on Saturday night, the owner was thought to be hiding until Sunday afternoon and caused surprise when he returned to check his house, said Col Mengvang.

"just and accident" maybe criminally but is there any form of civil justice system in Cambodia?
How does someone seek redress when it doesn't rise to the level of criminality?
Could do up Mr. Oknya right quick with a negligence claim in civil court. Get some of that Oknya money.
Oh, and I like this one. Sums up the upper echelon of Khmer socio-political society quite nicely.
