Its a start!!!
SINGAPORE: A travel bubble between Hong Kong and Singapore will begin on Nov 22, the two cities announced on Wednesday, as they moved to re-establish overseas travel links and lift the hurdle of quarantine for visiting foreigners.

Hong Kong's Commerce Secretary and Singapore's Transport Minister said the scheme would begin with one flight a day into each city, with a quota of 200 travellers per flight. This would be increased to two flights a day into each city from Dec 7.

...."Travellers from both cities must travel on designated flights and must undertake Covid-19 tests. No quarantine would be required in either place and there would be no restrictions on the purpose of travel.

I'm sure you posted exactly the same thing when the Phuket bubble thingy was announced and we're really no further forward several months on.

HONG KONG — Singapore and Hong Kong have postponed a planned air travel bubble meant to boost tourism for both cities, amid a spike in coronavirus infections in Hong Kong.
The air travel bubble, originally slated to begin Sunday, will be delayed by at least two weeks, Hong Kong’s minister of commerce and economic development, Edward Yau, said at a news conference on Saturday.

These bubbles all seem to have one thing in common: they get postponed just before the planned start. Sucks.
