Given how ill-equipped the country is to deal with a large scale outbreak, you can't blame them wanting to nip it in the bud while it's still double digits.
The one thing we've learned from the various other countries is that once it's got beyond a certain number, the amount of effort needed to get it back down multiplies exponentially. Better to close the bars and schools for a few weeks over 20 cases now, than go through a 6 month lockdown like the UK had to.

With the total lack of support for people suddenly out of work and the very different demographics between Cambodia and nearly, if not every Western country, it is impossible to draw any comparisons. Cambodia's young population, with very low levels of obesity and all of the associated health problems that it brings, along with relatively few very elderly people being kept alive by round the clock palliative care would make me guess that higher numbers would not necessarily mean a similar number of deaths per infection. Remember, the UK's average COVID-related death age is 82!! The prospect of dying from poverty associated with unemployment with no safety net is, I would guess, far more likely than death from COVID. Unfortunately, Cambodia seems to be following the western model in 'dealing' with this new strain.

Cambodia News, Koh Kong: Deputy Governor of Khemarak Phoumin City has announced the temporary closure of all KTVs and nightclubs in Koh Kong, as part of the national effort to restrict the spread of Covid-19. KTVs which have converted into restaurants will be allowed to remain open, but any establishment who cheats by doing KTV secretly in back rooms will be closed by the authorities.
The new closures are related to the visit of the Hungarian Foreign Minister and his officials who came in contact with a wide range of people, who are still being tested, and who should be in quarantine, but may still be at large. There have been unconfirmed reports of some contacts moving around Cambodia since the 3 November, possibly unaware of their status.
The new restrictions are expected to last until all contacts from the Hungarian Foreign Minister's visit have been traced and quarantined.

As an aside, the Hungarians may not be the only official visitors to Cambodia who have not bothered testing on arrival. (Because too important/too busy/ have too much money to invest.)
