PM HE: Cambodia Not to Declare the State of Emergency
AKP Phnom Penh, November 09, 2020 -- Cambodia will not declare the state of emergency with the current situation of COVID-19 transmission in the country, stressed Prime Minister Samdech Akka Moha Sena Padei Techo HE in a voice message this evening.

"I was considering whether or not to declare the shutdown of Phnom Penh or some part of the country because we have already had the law on state of emergency. I can request to His Majesty the King to sign in order to put some part of the country or Phnom Penh or the whole country in the state of emergency. But I don't want to do so as it affects the freedom of many people while there are only more than 900 people who came in contact, direct or indirect, [with the Nov. 3 event] due to our negligence," the Premier said.

At least he owns up to it and says "due to our negligence". The double-standard was pretty annoying given the rules they set upon others.

An assistant to Prime Minister HE traveled to coastal provinces to look into land disputes instead of staying in quarantine over the weekend, while a bodyguard visited friends in Takeo province on Monday, leading the search for indirect Covid-19 contacts of a visiting Hungarian foreign minister to spread to at least seven provinces outside Phnom Penh.

More than 1,000 people have been tested in the wake of Hungarian Foreign Minister Peter Szijjarto’s visit last week, and apparent breaches in quarantine have been found as contact tracing, testing and isolation protocols remain opaque.
The PM HE, who is himself in self-isolation, says here that some Cambodian officials and their wives are continuing to act carelessly, and are not respecting quarantine regulations. Will he put his foot down ?
HE said in an audio recording shared by the Health Ministry on Monday night that officials’ wives had also breached quarantine.

“According to my understanding, on Saturday and Sunday, some officials’ wives considered themselves as [only] indirectly in contact, so they went to participate in this ceremony or that ceremony — this is hugely careless and can cause havoc,” HE said.
He said the negligence needed to end.

“We can beat this situation, but if we continue to be careless and not pay attention to properly implementing quarantine, we will not control the situation anymore,” he said, suggesting that he could declare a state of emergency if necessary.

Encouraging is not enough. Visit any market and you will see many not wearing masks. Mandatory masks in publics places would be better.

Applied border controls? Yet flights arrive daily from China, as well as Seoul, which seems to be a common factor in destinations of infected people.

Arrival of infected people from Malaysia was also tolerated for longer than I would have thought, and people who did runners were treated in a lax way.

We have been very, very lucky, all things considered.

The solution is simple. Don’t test.
Especially don’t dare mass test the local population.

Therefore no one will ever know.
Ignorance is bliss.

As long as those coming by airplane are tested before, after and way after, then the virus can always be blamed on by outsiders.

An elegant political solution.

Unfortunately the burning question of does the Cambodian method of humid weather and mostly open air everywhere prevent virus spread will never be answered.

Which means...

I have absolutely no doubt that Covid is deadly, and precautions should be taken

however, the fascist reaction of several countries is completely disproportionate to the threat, and millions or even billions have lost their livelihoods

The poor have been sacrificed because lockdown is the easiest to do as a govt

Declare the lockdown, get goons to enforce it

Use it for political purposes in the future. Win-win for the rich.

Ministry traces 12 schools at risk from exposure to Hungarian FM

The Ministry of Education yesterday identified 12 educational institutions that were involved with the Hungarian delegation, causing concern about COVID-19 exposure and the closure of Phnom Penh area schools and spurring the closure of the National Olympic Stadium.

Education Ministry spokesman Ros Soveacha said at least nine schools, two provincial departments of education and one Karate training club were found to have people who came into close contact with the Hungarian delegation at events related to the Peace Palace visit on November 3.

Soveacha said one of the educational institutions is a private school with three students whose family members came into direct or indirect contact with the delegation.

The closure is aimed at “preventing the spread of COVID-19 by transmission at schools while waiting for test results,” the Ministry said in a statement Sunday, adding that students should still utilise e-learning platforms in the meantime.

The ministry also ordered all sports activities and group gatherings to be postponed and to close the National Olympic Stadium, Soveacha said. The bodyguard who tested positive and was assigned to the visiting official was a trainer at the Karate training club located in the stadium.

Two Schools Close in Wake of PM Assistant’s Preah Sihanouk Visit

A statement issued by the Preah Sihanouk Provincial Education Department on Wednesday said Chumpou Khmao and HE Ream primary schools in Prey Nob district’s Ream commune would be closed for two weeks due to suspected contact with the Covid-19 cluster.

The closures are related to a visit by Doung Dara, an assistant to Prime Minister HE. Dara visited Preah Sihanouk, Kep and Kampot from around Friday to Sunday to look into land disputes despite being a suspected contact of Szijjarto.

Dara on Tuesday refused to answer questions, saying “some news is like sitting to blow smoke onto others” and claimed it would not benefit the nation.

Provincial spokesperson Kheang Phearum added that the province had 220 government officials suspected of contact with Dara — 16 of them direct and 204 indirect. About 40 of them have had samples taken for a Covid-19 test, Phearum said.

Transparency International Cambodia executive director Pech Pisey said officials who have not properly observed quarantine needed to be held accountable.

“When they don’t implement [quarantine], it can cause negative impacts to public health and risk in other places like schools and the general public,” Pisey said. “Our biggest concern is the risk of possible infection in the community.”

Out and about today and there is a noticeable resurgence in mask-wearing by the locals in PP.

Thankfully they haven't started playing the loud announcements and Covid-19 songs in my street again (yet).
