How many of Cambodia's rescue workers can actually swim ?

Cambodian PM Suggests All Forces to Know How to Swim
AKP Phnom Penh, October 21, 2020 --
Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo HE has advised all forces, especially soldiers and police officers to know how to swim in order to provide effective emergency response to the people, especially during flood disaster.
While visiting flash flood victims in Bat Trang commune, Mongkul Borei district, Banteay Meanchey province this morning, Samdech Techo HE asked his competent authorities how to help the flood-affected people if they do not know how to swim.
With this concern, the Premier encouraged all forces to learn on how to swim to provide more effective response to the people.

He's merely stressing a point, as most people know. When disaster strikes, many people work in relief without being able to swim. Their conviction overrules common sense.
During the last 15 years iirc, annual growth has averaged out at 7%
How many countries in the world can equal that?

Agreed, and there were many other issues to deal with in the past 35 years since he first became PM. However, considering how a large amount of the country is underwater at least part of the year and how many rivers, swamps, canals and lakes there are over the rest, it does seem like something that has been overlooked for a long time. According to the WHO, low- and middle-income countries account for over 90% of unintentional drowning deaths.
Itβs easy to take swimming lessons for granted when youβre from a wealthy country :/

Thereβs a big difference between can swim, and can rescue. If you want to give your heart a jumpstart try rescuing a drowning person.

I wonder if this has got anything to do with the way most fishermen here aren't Khmer, they are mostly Chams or Vietnamese. Are those guys any better at swimming?

Be very wary about attempting to save someone drowning they will drag you down
