That is two people recently in Siem Reap testing positive on day 13. I guess there will be a decent sized queue out at the test center the next several days.

Partying C-19 positive man prompts new quarantine measures

The Ministry of Health announced yesterday it will strengthen quarantine measures under a new set of guidelines.

The move follows concerning reports that a COVID-19 positive man attended a number of large scale events in Siem Reap, flouting his self quarantine.

According to the ministry statement released yesterday, the additional guidelines aim to strengthen current measures at quarantine centres and call for more comprehensive monitoring of those quarantined, to help prevent the transmission of COVID-19 in the community.

The statement asked sub-national authorities to continue educating the people about preventive measures and the need for 14-day quarantine in the capital and provinces. It also said that the provincial, district and commune authorities must assign management and monitoring forces as well as introduce the consistent implementation of quarantine of local people.

Minister of Health Mam Bun Heng also asked sub-national authorities to assign commune and village officials and organise village working groups to strengthen the implementation of quarantine housing rules, monitor quarantines and not let anyone run away. In the event of a fugitive, the law applicable to the fugitive shall apply.

“Relevant authorities must urge their neighbours, relatives or families to participate in advising and reporting to the village/commune authorities in case a person in quarantine does not respect or does not apply measures to prevent transmission from person to person,” he said.

He also asked sub-national authorities to inspect the place of residence of a person in quarantine at home, who have been sent from a provincial health examination centre or the referral hospital and arrange monitoring.

The move comes after the general manager of Navutu Dreams Resort Jérémie Clément told Khmer Times yesterday that the Frenchman who tested positive for COVID-19 in Siem Reap was present during the party at the resort.

Clément said that the Frenchman arrived at the party at around 10pm and stayed for a short period of time.

He said while he was at the venue, around 10 partygoers were also still present, along with staff.

“My five staff were tested after the party on Monday and the results were negative. Now they are at home quarantining and still do so for another 14 days before taking a second test,” he said.

On Monday, Khmer Times received reports that a Frenchman, who tested positive for COVID-19 in Siem Reap, did not only flout his mandatory 14-day quarantine but was seen at large events around the town during the 14-day period.

Nearly 60 Contacts of Man With Covid-19 in Siem Reap Found Negative

The Health Ministry on Thursday said 57 people who had some form of contact with a French man, who tested positive with coronavirus 13 days into his supposed self-quarantine, had tested negative, while one new imported case was also announced.

Ministry spokesperson Or Vandine said officials traced the 57 people who had direct or indirect contact with the 27-year-old man before he was reported as positive on Monday, and had earlier visited a bar and hotel pool in Siem Reap.

The traced contacts included the man’s friends, restaurant servers and those who spoke with or dined out with him, including at a swimming pool, she said in a message.

Laundry Bar and Navutu Dreams Resort and Wellness Retreat in Siem Reap City earlier spoke to VOD about the man’s visits to the venues.

“In summary, no one has been found positive with Covid-19, meaning that all the contacts we found are negative,” Vandine said.

Most of the about 100 passengers who traveled on the same flight with the French man, arriving in Phnom Penh on September 20 from France via Singapore, had been found and tested negative, the spokesperson added, without giving a specific figure.

A small number of the passengers who had not been located might have gone back to their country, she said.

Vandine did not immediately respond to a question about whether the 57 traced contacts would be required to self-isolate for 14 days.

The first tests are all negative so far, but there will be a second test to confirm the status.
