Guidelines on Casino Gambling Restrictions in the Kingdom of Cambodia

Cambodia News, ( Phnom Penh): The General Secretariat of the Cambodian Gambling Management Commission has issued a directive on restrictions on gambling in casinos in the Kingdom of Cambodia.

Pursuant to Article 68 of the Law on the Management of Commercial Gambling, it is stated that “Gambling in casinos or commercial gambling establishments is strictly prohibited for the following persons:
A. Individuals deemed to be mentally ill, financially incapacitated, or declared bankrupt by a court.
B. Individuals under the influence of alcohol or drugs.
C. Individuals carrying all kinds of weapons.
D. Individuals under 18 years of age.
E. Khmer people in general, including members of the police and armed forces, public servants, and elected citizens.

"Gambling in casinos or commercial gambling establishments is also prohibited for employees of the casinos at the establishments where they are working."

In order to strengthen the implementation of the laws and regulations in force and to ensure that the above restricted persons do not gamble in casinos, the General Secretariat of the Commission for the Management of Commercial Gambling Commission of Cambodia (SEC) requires the following from casino operators and/or owners:

1. Clearly demarcate gaming venues and place appropriate markers to indicate gaming locations.
2. Display signs at the casino entrance to indicate which people are in the restricted categories forbidden from gambling.
3. Have a security force in place at the casino entrance and the means to monitor the identity of gamblers at the establishment.
4. Prohibit owners or employees from gambling in their own casinos.
5. Evict forbidden individuals from the gambling venue.
6. Maintain up-to-date reports on casino rules and regulations.

In case the operator and/or casino owner fails to follow this instruction, they will be considered to have violated the Law on the Management of Commercial Games and will face penalties in accordance with the legal norms in force.

The General Secretariat of the SEC sincerely hopes that all casino operators and/or casino owners will effectively follow the contents of this directive with a high level of responsibility.
