Connected Police Officer Questioned After Shooting Youth
Cambodia News, (Poipet): A police officer at the administrative checkpoint in Sangkat Nimit, Poipet City, was arrested after shooting a young man to rupture his abdomen at around 10 pm on August 27, 2020 near the administrative post.
Mr. Sithy Loh, Deputy Commissioner of Banteay Meanchey Provincial Police said that the gunman was identified as Rithy Piseth, a new police officer at Poipet Nimit Administration Post, who is currently under interrogation by specialized officers of the Bureau of Serious Crimes. The victim is Neang Makara, male, 21 years old, living in Sangkat Khang Ley village.
According to the victim's mother, the police officer fired one bullet at his child, causing his stomach to rupture. She took the child to a private hospital in Banteay Meanchey province.
Sangkat Nimit police chief said that he had already reported the case and sent the report to the commissioner.
Regarding the shooting of the young man, some sources leaked that the case has not been sent to the Provincial Prosecutor's Office, as the perpetrator is the son of a powerful three-star man in the Ministry of Interior who has just retired. The source added that the police officer may be simply released or fined by the unit administration. According to the leaked source, the perpetrator seems to have high hopes for his release.
The public is waiting to see if the victim who was hospitalized after the shooting can get justice or not. There are questions about the fate of the police officer who shot the victim, and whether the influence of his father, the retired Deputy Chief of the Ministry of Interior, can still help his son.
Early in the afternoon of August 30, 2020, Mr. Sithi Loh, Deputy Commissioner of Banteay Meanchey Provincial Police, announced that the suspect, a police officer, will be sent to the court tomorrow morning, and that there is no question that the officer will be released without further investigation because this is a criminal case.

A nimith commune police officer in Banteay Meanchey province was sent to court on Monday after a shooting left a 21-year-old man seriously injured.
Provincial deputy police chief Sith Los said Rithy Piseth, who holds the rank of commune deputy police chief, was arrested on Friday night.
The victim, Neang Makara, filed a complaint accusing the officer of attempted murder.
In the complaint, Makara said he was riding a motorbike home when the officer opened fire from behind.
During questioning, Piseth denied the shooting, claiming that the gun had discharged while he was carrying out an operation to identify drug suspects in the village.
While on duty, he said two men stopped on a motorbike. He and Makara exchanged words and a scuffle ensued causing his gun to go off accidently.

The officer in question, Piseth, had not returned to work at the commune and was under investigation at the provincial police headquarters, Rin said.
National Police spokesperson Chhay Kim Khoeun, however, said on Tuesday that no action had been taken because the incident was only a “warning shot.” Police would wait for the court to make a decision, he said.
“It is not that police shot the youth. Police were patrolling and the two young men did not allow a check and had a fight and escaped. Then there was a warning shot and it ricocheted and hit,” Kim Khoeun said.

A Poipet police officer was charged with aggravated intentional violence and sent to pretrial detention on Wednesday evening after allegedly shooting a motorcyclist in the back last week.
Rithy Piseth, deputy police chief of Nimit commune, was accused of shooting Neang Makara late on August 27 as the 21-year-old was riding home from a neighbor’s house with a friend.
Makara said in a statement that he had argued with the officer and turned to leave when he heard a shot. After arriving home, he realized a bullet had pierced him from his left shoulder blade to his right armpit.
