Schools to Reopen in Less Than Two Weeks
Minister for Education Hang Chuon Naron announced on Aug. 26 that schools will reopen nationwide on Sept. 7, 2020.

The Ministry of Education announced that schools will reopen on Sept. 7, 2020 and urges educators to prepare in advance to guarantee safety and hygiene or face legal action.

PHNOM PENH--The government announced on Aug. 26 its decision to reopen kindergartens, primary and secondary schools—both public and private—on Sept. 7, 2020, according to the Ministry of Education, Youth and Sports.

Education Minister Hang Chuon Naron ordered schools to ensure the safety and security of students, teachers and staff. All schools will need to follow Instructions laid out in the ministry’s second phase of reopening the education sector.

As such, schools will be required to comply with the regulations set by the Ministry of Health that include measures aimed at preventing the spread of the Coronavirus Disease 2019 (COVID-19).

Such regulations will require schools to spray disinfectant in classrooms, libraries, bathrooms, cafeterias and across campuses, while chairs must be 2 meters apart and only 15 to 20 students will be allowed in each classroom at any given time.

Schools must provide handwashing facilities with soap or alcohol and have a medical room with first aid-trained staff able to conduct a medical examination of students, teachers, and school staff, according to the Education Ministry.

The ministry went on to note that if any students, teachers or staff members develop symptoms similar to those of COVID-19 then the school must report this to the local Department of Health or call 115 for immediate advice. Any school failing to do so will face legal action and administrative measures, the ministry warned.

Second Phase of School Reopening Due Next Month

The Ministry of Education, Youth and Sports has issued guidelines for the reopening of kindergartens and primary schools in the second phase.

The guidelines were shared by the ministry in yesterday’s separate press releases trying to make sure that all necessary safety measures will be well complied.

The guidelines underlined a safe learning environment, required sanitation facilities as well as continuous awareness building not only for the teachers and education staff but also the students and parents.

The public kindergartens and primary schools in the municipal administrations of Kratie, Stung Treng, Rattanakiri and Mondulkiri provinces will be allowed full sessions with between 15 to 20 students per class.

According to the press releases, the school resumptions for kindergartens and primary schools is scheduled for Sept. 7 until the end of December 2020 while the new academic year (2020-2021) will begin on Jan. 11, 2021.

The first phase of school resumption was applied earlier this month and it has been working well.

According to the government news outlet Fresh News, the reopening of all public schools on 7 September will concern only the four north-east provinces.

Phnom Penh (FN), Aug. 27 – Ministry of Education, Youth and Sport allowed public schools of all levels in four cities to reopen from 7 September 2020, the Ministry’s Spokesperson Ros Soveacha told Fresh News on Thursday.

The four cities include the city of Kratie, Stung Treng, Ratanakiri, and Mondulkiri.

“Following ground evaluation and assessment, the Ministry of Education has allowed schools in four cities, including the cities of Kratie, Stung Treng, Ratanakiri, and Mondulkiri to reopen from 7 September due to low risks of Covid-19 in these cities,” Soveacha said.

“We will further examine the possibility to ensure that public schools in the capital Phnom Penh and other provinces can operate in small scale,” he added.

The ministry said it will allow private educational enterprises of all levels to reopen after they meet necessary safety and hygiene protocols and required guidelines set out by the ministry; submit the request to reopen their institutions; and sign agreement with the ministry prior to operations, according to the spokesperson.

Cambodia will hold grade-12 examination on 21 December 2020.

My stepdaughter’s school confirmed they are opening on 7th September, with the various guidelines and protocols in place.

Meeting was only yesterday and the guidelines havent been agreed upon. Another meeting is being held next week. So not sure how your stepdaughters school are so confident they can open when things havent yet been confirmed.

Hehe, I guess that’s the local way - tell the parents what they want to hear!
They described various actions they were taking - 2 metre distances between seats etc, and they already had lots of tape markings on the floor to keep people apart.
But you’re probably right and they will announce that they are continuing classes online for a while until they sort themselves out and get the necessary approvals...

I have reviewed the official government announcement with a khmer friend and confirmed that it clearly states that it applies to government schools in all of Cambodia. Of course this does not mean they will not change their minds but I would rely more on an official written announcement than the statement of an official.

Children will not be required to wear masks but will be temperature checked on arrival. This is not such a bad idea as it prevents children with any infectious disease from entering. It has been done in Singapore for years.
There is supposed to be spacing in classroom but how they will get enough teachers to have class sizes of 15-20 students is not clear. The spacing is clearly ridiculous as there are no restrictions on children during playtime. I suspect the spacing will not be enforced.
