AFAIK, the reason they ask for passports from foreign guests is to comply with the foreigner registration requirements, not because it is any good if payment is not made.
A smart Khmer owned hotel recently had some Chinese customers do a midnight runner, didn't' steal anything but left a big mess and some damage,three days unpaid for and evidence of yama smoking.
The hotel had a copy passport but did not go to the police or take any action other than put a 'Strictly Payment First' notice at reception.
Anyway, about a week later the Chinese returned and asked to stay again. The answer was no!

I'd say so & using a Bulgarian driving license as a form of ID to stay at places.
