TOP NEWS: Cambodian Government Cancels Water Festival to Fight Covid-19

Phnom Penh (FN), Aug. 13 – Cambodian Government decided to cancel Water Festival, which is supposed to be held from 30 October to 1 November 2020, according to the letter seen by Fresh News on Thursday.
The letter does not state the reasons but analysts said the decision was made to curb Covid-19 and save the state budget amidst the pandemic.
Bonn Oum Touk, or water and moon festival, is the national and traditional festival of Cambodia. It normally takes place in November at the same time with three other festivities - the procession of Lighted Floats, the Salutations to the Moon and Offerings of Ambok. Cambodians celebrate the occasion exuberantly, starting from boat races, food fairs, to live concerts and fireworks extravaganza.

Well, in absence of other information this news is hinting at no opening of tourism in October. Good to know that to change plans.

By my count, it must have been canceled as many times as it has taken place since 2010.

I don't think that's necessarily the case. The water festival is a mass event, and it has been cancelled in the past for political reasons.
I'm pretty sure with the Cambodian government failing to handle the economic crisis they're afraid the mass event might be used for politics / protests and that's part of the reason they cancelled it. Controlling mass protests is not something the Cambodian government has been good at in the past.

Maybe you are right.
Then again, if tourism was planned to be opened in October there would already have happened a kind of announcement by now for tourism operators to start preparing for the season and for tourists to start planning holidays, as presumably, a lot of facilities have been put out of use by long inactivity. Complete radio silence about this. Not even a pre-announcement of a committee to discuss an announcement, lol.
