To be fair i went to lucky at rattana plaza today.

I had to double check my receipt.
The register said 35 odd dollars as the lady scanned it but the total was 38 odd dollars

It's just a breakdown of the VAT element. The prices add up to $1.15, of which 10c is the VAT element. The shelf price (when they can be bothered to put one on the shelf) will include the VAT element, as this receipt shows.

Or am I missing something?

No that’s it. Published prices include VAT but they break it down on the receipt.
