Cambodia News, Banteay Meanchey: On the night of October 17, 2020, water began to flood parts of Thmar Puok, O'chrov and Poipet districts. This was confirmed by HE Oum Rath, Governor of Banteay Meanchey Province.
Mr. Oum Rath is now leading the evacuation forces tonight, saying that flooded parts of Poipet City are partly due to water flowing from Thailand, but this is a consequence of the heavy rainfall and not because of the opening of the dam.
The dam in Sa Kaeo province, which Thailand had previously announced would be opened soon, has not yet opened.

Flash Flood Death Toll Rises to 25

The National Committee for Disaster Management (NCDM) has reported that the ongoing flash floods have so far claimed 25 lives.

From Sept. 1 to the morning of Oct. 19, 2020, the flash floods have affected 91 cities/districts/Khan and 283 communes/Sangkat in 19 of the 25 provinces and capital city – Phnom Penh, Pursat, Pailin, Banteay Meanchey, Battambang, Svay Rieng, Oddar Meanchey, Siem Reap, Takeo, Kampong Speu, Mondulkiri, Preah Sihanouk, Koh Kong, Preah Vihear, Stung Treng, Kampong Cham, Kandal, Kampong Chhnang, and Kampong Thom.

A total of 78,056 families or 312,224 people have been affected, of them 9,349 families or 37,396 people have been evacuated to the safety grounds, it added.

Besides, 73,720 houses, 568 schools, 213,289 hectares of rice fields, 79,888 hectares of subsidiary crops, and many roads, bridges, canals have been flooded and damaged.

Carpets get ripped up, drywall gets ripped out, furniture and appliances that have been soaked are tossed out. The house get broken down to the timbers and then rebuilt due to mold concerns. Very expensive. Usually only after hurricanes.

What happens in Cambodia?

Luckily where my place is located it doesn’t get affected by flood water, if it did I would imagine it would be just a case of moving furniture and electricals to the upper level. As it’s made of cement and tiles it would just need a good water blast out and maybe a re paint, and good to go.

At Least 4 More Die in Banteay Meanchey Flooding as Thai Dam Spills Over

Banteay Meanchey province has recorded at least 14 deaths out of the country’s 25 total flood fatalities, with authorities blaming an upstream dam in Thailand for the extra damage.

That is up from 10 deaths in the province on Friday, according to local officials.

The provincial and national levels again diverged on the exact number of fatalities. Chhun Buntha, an official at the provincial secretariat of disaster management, told VOD that 14 were people killed and one was missing. The National Committee for Disaster Management reported 15 deaths in the province as of Monday afternoon.

Buntha said Thai authorities had warned that they would open a dam in the country’s Sa Kaeo province, and though they have not yet opened the gates, water was spilling out of the dam and flooding Cambodia’s streams.

Mekong water levels will rise this week, but are forecast to remain under the alert level.

MRC Forecasts Sharp Rise in Mekong Water Levels
AKP Phnom Penh, October 20, 2020 --

The Mekong River Commission (MRC) forecast Tuesday a sharp rise in Mekong water levels in Kampong Cham and Kratie over the next five days.

In its daily forecast, the MRC’s Regional Flood and Drought Management Centre in Phnom Penh projected an increase of more than two metres in Kampong Cham by Sunday.

That would bring the Mekong to within about one metre of the local alarm level — and four metres above the average for this time of year, when annual floodwaters are usually falling.

In Kratie, water levels are also forecast to rise by about two metres, to within two metres of the alarm level and six metres above average.

In Koh Kel in Kandal province, the Bassac River is forecast to rise by about one metre and to within about two metrees of the alarm level.

The main distributary of the Mekong is forecast to reach the average level for this time of year on Sunday.

In Stung Treng, the increase in Mekong levels is forecast to be less sharp than downstream areas.

Over the next four days, the Mekong is forecast to rise by about half a metre to within slightly more than one metre of the alarm level on Saturday before falling on Sunday.

Cambodia News,(Banteay Meanchey Province): The National Disaster Relief Committee announced this morning that a breach occurred in the "Okaidong Reservoir" in the early morning of the 20 October 2020. It was about 15 meters wide and flooded millions of cubic meters. Hundreds of villagers' families downstream were urgently moved, and thousands of hectares of cultivated land was flooded.

Under the unified command of the National Disaster Relief Committee, starting from early this morning, hundreds of local armed forces rushed to the scene to rescue people and move the affected people to a safe area.

The Deputy Governor of Banteay Meanchey Province, told reporters that as of 4 p.m. on the 20th, due to the turbulent water flow at the breach, it could not be controlled at all, and the rescue team was unable to carry out sealing operations at that time.

Does this all mean that we will have plenty of water to supply the hydro-electric plants for the dry season and therefore no power cuts in 2021?

Since October 1, Cambodia has experienced heavy rainfall across much of the country. As of October 12, seven provinces have been affected by flash floods, including Pursat, Battambang, Banteay Meanchey, Pailin, Svay Rieng and Stung Treng. The worst affected are Pursat (8,315 households affected, 1,693 evacuated), Battambang (13,180 households affected, 1,570 evacuated) and Banteay Meanchey (2,661 households affected, 262 evacuated). Heavy rain has been affecting north-eastern, central, and western Cambodia since 6-7 October, also due to the passage of tropical storm LINFA on 9-12 October, triggering floods that have resulted in casualties and damage. In Cambodia, 11 fatalities, over 700 displaced people, and more than 14,000 affected people were reported across Pursat, Battambang, Pailin, Kampong Speu, Kampong Chhnang, and Banteay Meanchey Provinces. Severe weather caused by the passage of Tropical Storms LINFA and NANGKA has been affecting Vietnam, Cambodia, Laos and Thailand, resulting in at least 48 fatalities, 15 people missing and more than 830,400 affected citizens, as reported by the AHA Centre. In Cambodia, 11 fatalities occurred and about 67,995 households in 19 provinces have been affected by flash floods.
