Having a vent here.
The title of this PPP article makes me mad. :evil: Even though I do believe in the presumption of innocence, when you put 'rape' in inverted commas like this, you are casting doubt on the allegations of the victim.
In this case the victim is a 10-year-old girl who says that her father has raped her several times since she was 8 years old. There is enough evidence for prosecution, and nothing in the article suggests that the girl is lying, so why talk about 'rape', when it is rape. Even worse, it is child rape. Poor kid.

The Kandal Provincial Court has placed a 35-year-old man in pre-trial detention after he was arrested for allegedly raping his 10-year-old daughter four times.

Kien Svay district police arrested the suspect on Tuesday after a complaint was filed by the victim’s mother. The alleged rapes occurred in Dei Ith commune.

District police chief Prum Samnang told The Post on Tuesday the police have completed their questioning.

“Now that we have sent the suspect to court, the case will be prosecuted,” he said.

Citing the suspect’s wife, commune police chief Choeurn Sarom said the family argued frequently and she always went to sleep at her mother’s house.

“She didn’t know her husband had raped the daughter. The girl had never told her until late last month. Still, the mother wanted to consider it with the family before filing a complaint. They decided to lodge the complaint with the police on Monday,” he said.

Police immediately brought the suspect in for questioning but he refused to confess. The girl told police in a statement she had been raped four times since 2018. She said her father threatened to kill her if she told anyone.

“Even though the suspect didn’t confess, the girl’s statement could point to his guilt. It is in the hands of the court now,” Sarom said.

Provincial court spokesman Sou Sarin confirmed on Wednesday the suspect had been charged with rape.

“He has been charged under Article 239 of the Criminal Code,” he said.

The suspect faces up to 10 years in prison if found guilty.

While I get your point it's sort of standard in reporting to have disclaimers like that and "allegedly" before a case has been tried.

Sure, but there is also expressions like ' father accused of, or 'charged with' or 'prosecuted for' that are possible solutions.
I just read the article and the title seemed so indecent because the victim is a child.

Isn’t there supposed to be a presumption of innocence until the judge rules?

I know it’s Cambodia where charges are seen as the equivalence of guilt, but aren’t members of CEO always pretending to be more enlightened?

Rape is a serious charge. If false, a man’s life is ruined. If true, then the victim is saved, and justice served.

Worth waiting for the result and not just rushing to judgement? I support the use of quotes, presumed, etc., until there is a verdict by someone who is knowledgeable in the law and has seen all the facts.

The Post doesn't appear to have a style guide on reporting rape, regardless of whether the victim is a child or not.

Without confession

Kandal man in court for ‘rape’ of daughter, 10
Police immediately brought the suspect in for questioning but he refused to confess.

Prey Veng man held for rape of daughter, 15
Savorn said the man did not confess, but the police have a strong forensics case. “We have solid evidence and are not just levelling a charge without proof,” he said.

Man held for violating daughter and niece
Police said the suspect denied the allegation. But based on the testimonies of the victims and their family members, police immediately detained him.


With confession

Pursat man arrested for raping daughter
The suspect confessed to the police that he committed the act. He told them he wanted to have sex with her, but she did not agree and told the police.

“The suspect confessed that he raped the girl,” Sam Oeun said.

With the girl’s accounts and voice messages as evidence, police arrested the man the same day. He confessed to raping his daughter twice.
