I kinda subscribe to the notion that no one would willingly choose to live a life of drug addiction, homelessness, having to rob others to survive and all the other nasties that go along with that kind of "lifestyle". They are, by and large, forced into it through their own personal circumstances, circumstances that if we're honest, could have happened to any of us.
Of course there is an element of personal responsibility, but it's just too easy (and lazy) to look at these people, assume it's all of their own making, and waft them away like an annoying fly around your food. It's a deeply complicated issue that's not confined to Cambodia and is not going to be solved by a bunch of unqualified middle aged beer swilling men on an internet forum (I include myself in that)
Regardless of what crimes these people may or may not have committed, this is a problem that needs to be dealt with by its roots, and for that, there needs to be a lot more compassion, understanding and acceptance that perhaps it's not entirely their fault.
