2 apprehended near Samaki mkt. (unknown circumstances

2 men of a gang of possibly 4 crashed next to Samaki mkt while being chased, in Phnom Penh. The guy with the pistol is probably police or military as another guy turns up later in a car with police plates on it and they appear to have a discussion about the suspects.
No further information and if any comes up I will update.
For now it is what it is ...A video of 2 guys who got caught and only received a few kicks after being detained.

Watched the video, it shows in that kind of situation even though there are clearly police that have detained the two men and are on the phone or radio, some of the crowd see that they themselves are above the law, in this instance and dish out punishment how they feel fit, surely braking the law themselves. While the police clearly have no control over the situation neather do they have any respect for who they are, and what their authority, and also that of the possition they hold.
Basically it's a messed up situation, the authority needs to be in authority policing their work with no outside interference, if that cannot be controlled, then the question is what is the point in having police.

What police? The almost naked guy with a radio and gun? And the other guy that looks like a Mr. Tuk Tuk with a radio?
The police would be better respected if they dressed like police, acted like police, and did police stuff. Like prevent crime. Stop domestic violence. Delivered babies. Gave CPR and saved lives. Stop the big truck drivers on meth from speeding and going the wrong way, etc.
Not sure what the criminal did. Hopefully there will be a follow up story.
