Chinese BMW Driver Hits Two Motorbikes in Fatal Accident

Cambodia News, (Phnom Penh): A Khmer man died instantly, and two others suffered minor injuries, as they were riding two motorcycles in the same direction and were hit by a luxury car coming toward them, at 8 pm on July 27, 2020 at the intersection of Borey Sen Monorom along National Road 4, Odim Village, Sangkat Choam Chao III, Khan Por Senchey, Phnom Penh.
The victim has not yet been identified, but the owner of the car is named as Zhang Zhaming, a 41-year-old Chinese man.

According to witnesses at the scene, a blue BMW with license plate Phnom Penh 2BD 1698, driven by a Chinese man, hit a Honda Dream and a ZoomerX motorbike. One person was killed and two others were injured.
Two people were killed and two others were injured when a two-wheeler collided head-on with a motorcycle in front of it.
The driver of the ZoomerX motorcycle, who suffered only minor injuries, asked to be released to go on his way, while the other injured victim was sent to the hospital.

The owner of the car was arrested by the local authorities and taken to the 3rd Chao Chao Police Station, immediately waiting to contact the experts to inspect the car and motorcycle. The car owner was then taken to the Jingkork Traffic Office in Phnom Penh, waiting to resolve the accident according to the law.

If he is culpable then he should be processed according to the law. (Probably another pay up and go free.)
How will people learn that there are consequences for stupidity if it allows the rich to pay a pittance and continue on.
If he is innocent then he should be declared as being cleared of any blame.

The real problem is the lack of mandatory liability insurance. But let's face it, not going to happen.
