even the blue/white plastic blinds are surprisingly pricey
and you have to keep raising and lowering them

you could probably get some deep/wide persian blinds made from vinyl planks, etc
they'd block most of the sun as soon as it's risen by much, but still leave the view

As mentioned by others, it's junction of Norodom and Sothearos. There's another place near Olympic stadium but a bit hard to describe. Roughly same price so easier along Sothearos.
